Many parts of Louisiana have been the recipient of massive doses of rainfall today. A flash flood watch is in effect for South Louisiana well into this evening with a good chance of more rain. And from Baton Rouge to Lafayette, along with St. Martin and Iberia Parishes there’s high water on several roadways…:

While the state may be wet, a report released today of America’s happiest cities from The Wall street Journals’ Market Watch shows 5 Louisiana cities are at the very top of the list. From #5 to #1, they are: Alexandria, Baton Rouge, Shreveport-Bossier, Houma, and at the top of the list, Lafayette. New York was names the most unhappy city.

The Lafourche Parish Sheriff’s office says two people from Raceland are under arrest for allegedly abusing four children all under the age of 13. Spokesman Brennan Matherne says juvenile detectives were called to investigate a complaint regarding physical and sexual abuse of the kids…:

Thirteen people are under arrest on prostitution charges in Rapides Parish. Sheriff’s Office Spokesman Tommy Carnline says their detectives became suspicious when they came across internet advertisements that offered-quote- “massages,” “quality time” and “anything you want” at local hotels.

In Fisher, Louisiana a body that was discovered this morning in a burned out home is being ruled as a homicide, according to the Sabine Parish Sheriff’s Office. The victim’s identity has not been released, and authorites are on the hunt for the owner of the home, who is missing.

For the second month in a row, Louisiana’s jobless rate has grown, and payroll rates have slowed. The U.S. Labor Department reports that unemployment rates went from 4.9 percent to 5 percent in June, which is still well below the nation’s rate at 6.1 percent. The total number of unemployed people in the state is now just above 100 thousand.

A former Fork Polk soldier who was charged with knowingly engaging in child sex on the base has been sentenced to 17 and a half years in prison. Thirty nine year-old Emil Roland Rath will also have five years of supervision, and will be required to registered as a sex offender.

A Houma teen is under arrest for allegedly stabbing his brother. The Houma Police Department says 17-year-old Dominique Moses and his older brother were having an argument when Moses armed himself with a knife and attacked his brother. Moses has been charged with attempted murder.

The Jefferson Parish Sheriff’s Office says the body of a 24-year-old man was found in a Metairie canal this morning. A witness reportedly told authorities he and the unidentified victim drank alcohol for several hours yesterday. When he left, he saw the victim go swimming from the canal bank. The witness returned to the canal and discovered the body. Foul play is not suspected, according to authorities.

A meeting between Governor Bobby Jindal and Education Superintendent John White does not produce an agreement on where to go from here when it comes to having a standardized test in place for the upcoming school year.  The dispute erupted when Jindal used executive authority to keep tests associated with Common Core out of Louisiana.  White says BESE leaders believe they have the legal authority to determine the type of standardized test students should take, but the Jindal administration has made it clear they should be involved in that process…

Much of the state is under a Flash Flood Watch through this afternoon as rains continue to sweep across the state.  National Weather Service forecasts show the threat of flooding could extend into the weekend.  There are several reports of street flooding throughout the state, as well as weather related power outages.

A small child was struck and killed by her father’s truck in Bossier City.  The tragic incident occured Thursday morning as 27-year-old Damion Dacaldacal was preparing to take his three children to daycare.  Bossier City Police Sgt. Brian Griffith says at some point Dacaldacal lost track of one of his children and as he was pulling out of the driveway, he struck his 14-month-old child.  The child was pronounced dead at a local hospital.  Griffith says this is a harshreminder for parents to always try to keep an eye on your children…

The governor was also in Vacherie yesterday to announce that a China-based company is coming to the Mississippi River in St. James Parish.  He says it’s a methanol manufacturing facility that’s expected to create 350-400 permanent jobs.  They are set to begin construction in 2016.

The Slidell Police Department has made an arrest in the strange case of a man who stole a company check to pay for a prostitute while at work.  Detective Daniel Seuzeneau says video surveillance caught the entire incident.  He says the cameras caught 24-year-old Charles West talking with a female customer and then the two went into a back room of the business where the woman performed oral sex on West.  Afterwards, West took a company check, forged the manager’s signature, and gave it to the woman.  Seuzeneau says Slidell Police were waiting for West when he arrived at work Wednesday morning…

Almost the entire state is currently under a Flash Flood Watch until 4pm this afternoon. The National Weather Service says heavy rainfall continues to push across Louisiana this morning and there’s potential for redevelopment of more storms throughout the watch area. NWS meteorologist Donald Jones says it looks like we’ll be dealing with some form of rain until tomorrow night…:

The system is also causing power outages throughout the state. Entergy says they have about 1000 customers out. Cleco says about 400 of their customers are in the dark. A couple hundred Demco customers also don’t have power.

The Acadia Parish man who died after being pinned under a vehicle as he was removing the rims he’d just purchased has been identified. They say 54-year-old Paul Bourgeois of Church Point died when the jack gave way as he was taking off tigers of the car. He was pronounced dead at the scene.

An extremely tragic story out of Bossier City. A man apparently ran over his 14 month old daughter on accident as he was pulling out of the driveway according to police. Sgt. Brian Griffith says 28-year-old Damion Dacaldacal was looking for his kids to take them to daycare when he hit something with his truck — it was his one year old child. He says the father quickly called authorities…:

The dispute over tests associated with Common Core is not over even after Governor Bobby Jindal and Education Superintendent John White’s meeting yesterday. Jindal’s office released a statement after the meeting with White which said it’s important the department of education follows state law when it comes to acquiring testing services. White says legal action may be needed to settle this impasse…:

The Slidell Police Department says they’ve arrested a man who allegedly paid a woman for sexual services with a company at his workplace. They say 24-year-old Charles West was busted on camera talking with a female near closing time Monday night. Detective Daniel Seuzeneau says the two then went into a back room of the business…:

Then Mr. West is seen writing a check for $200, forging the signature and giving it to the woman. He was charged with theft, forgery, and solicitation of a prostitute. Police are searching for the woman.
