The Louisiana SPCA has increased the reward to $3000 for anyone who has information on the person or persons responsible for be-heading a baby goat last week in a park in Orleans Parish. Governor Bobby Jindal is urging all parents to have their children vaccinated. A debate is underway nationally over whether the vaccines are harmful to children.
