According to the Secretary of State’s Office, a ballot cast in early voting still counts, even if the person dies before election day.

Henry Whitehorn, who was declared the winner in the recount, says the results should stand. The Democrat says he’s always been told the person with the most votes wins whether it’s by 1,000 votes or even just one vote…
