New Orleans Mayor LaToya Cantrell says she will not pay the city back 30-thousand dollars in first-class travel upgrades on overseas flight. City policy says traveling city employees are required to seek the lowest fares available or reimburse the city for deluxe accommodations. Cantrell says the trips and expenses will help improve New Orleans.
