The first Senate Committee hearing on the Lower Health Care Costs Act of 2019 takes place today. It’s a legislative package Senator Bill Cassidy helped craft. Kevin Barnhart has the story.

Allstate has released its America’s Best Driver’s Report and Baton Rouge is rated as the 188th safest driving city out of 200. New Orleans is 177th, Metairie 128th, and Shreveport 76th. Interstate 10 was listed as a risky road for Baton Rouge.

Governor Edwards has signed into law a measure that allows a company like Waitr to deliver low alcohol content to your home along with your food order. Shreveport Representative Thomas Carmody authored the legislation and expects many Louisiana residents will take advantage…

The state health department reports there have been over 300 cases of Hepatitis A since January, which is a significant increase for the highly infectious liver disease. Assistant state health officer, Doctor Joseph Kanter, says most cases of Hep A do not leave the patient with long term damage, but getting infected can be an unpleasant experience…

Kanter says L-D-H is working to vaccinate those who are most susceptible, which is the homeless and drug users.

Dust from the Sharan Desert in Africa will continue to move across parts of Louisiana today. State Climatologist Barry Keim says the dust can create some respiratory issues and hazy conditions…

Keim says the dust reduces the chance of tropical storm activity and it also can help produce beautiful sunsets.

Louisiana’s Hepatitis A outbreak is growing, with 305 new cases since January. Assistant State Health Officer Dr. Joseph Kanter says while we haven’t seen outbreaks in the thousands like other states, it’s still significantly more cases than normal.

Hepatitis A is a highly contagious liver infection, but it’s preventable with a vaccine and L-D-H has been aggressive in trying to vaccinate those who visit homeless shelters and rehab facilities.

The governor has signed into law a bill authored by Shreveport Representative Thomas Carmody allowing delivery services to bring low alcohol content beverages along with a food order to your front door. Carmody says only W-2 employees of delivery services can make the drop-offs, which disqualifies several popular services.

The governor has also signed a bill allowing grocery and liquor stores to hire their own drivers to make deliveries to homes.

There is optimism again this offseason when it comes to LSU’s offense. The optimism is based on the hiring of passing game coordinator Joe Brady, who previously worked under Saints head coach Sean Payton. The 29-year-old Brady was hired in January to work with offensive coordinator Steve Ensminger on developing an offense that will contain more run-pass option schemes. Brady says the offense is now 100-percent implemented, but it’s not a finished product…

Brady says for this offense to take off, the young group of receivers need to make plays. Receivers coach Mickey Joseph says incoming sophomore Terrace Marshall has shown the most improvement.

Saints Quarterback Drew Brees has given Pelicans rookie Zion Williamson a signed jersey and on the jersey, Brees left a message that said he’s passing the torch to Williamson. The gift to Williamson was caught on video and released by the Pelicans. Zion was shocked and says it’s his first signed jersey.

Todd Graffagnini has been named as the new radio play-by-play voice of the Pelicans. He’s been calling Tulane sporting events since 1992 and he’ll replace Sean Kelley, who will be doing more national broadcasts.

Vanderbilt has forced a winner take all game in the College World Series by beating Michigan four to one last night. Commodores pitcher Kumar Rocker struck out 11 and allowed just three hits in 6.1 innings in the Vandy victory. The deciding game three of their championship series is tonight in Omaha.

D-J LeMahieu’s solo home run in the 1st inning helped the Yankees make history last night as it’s the 28th straight game New York has hit a home run, which is a new M-L-B record. The Yankees went on to beat the Blue Jays 4 to 3.

The Saharan Air Layer, when dust from the Saharan Desert in Africa gets kicked up and swept into the atmosphere, has descended on Louisiana.

State Climatologist Barry Keim says the dust can create some respiratory issues for more allergy prone people, but does come with some interesting optics…

Louisiana sees about one to two SAL events a year.

While it may frustrate some allergy sufferers and create a somewhat strange milky white effect in otherwise blue skies, Keim says there is a beautiful side effect to the weather phenomena.

The dust itself can be found about a mile up in the air and can stretch as far as four miles into the atmosphere. Keim says the massive blanket of dust has taken an epic journey to get here.

He adds the blanket should keep tropical activity at bay for the next week or so.

Assistant State Health Officer Dr. Joseph Kanter says while we haven’t seen outbreaks in the thousands like some of our neighbors, it’s still a significantly more cases than normal.

Kanter says nationally, since the outbreak was declared in 2016 there’s been about 20,000 cases.

LDH is pushing back, hoping to contain the outbreak through vaccinations before the state sees an even more dramatic rise in cases by focusing on the two highest risk groups.

Kanter recommends talking to your doctor about possibly getting vaccinated if you think you might be at risk.

Kanter says most cases of Hep A do not leave the patient with long term damage, but getting infected can be a really unpleasant experience.

Another bill from Belle Chasse Representative Chris Leopold allowing grocery and liquor stores to hire their own drivers to make deliveries has also been signed into law.

Carmody predicts that the availability of the service will be very popular.

Carmody says the law will have restrictions on the type of alcohol delivered as the beverages must be factory sealed.

A former Playboy playmate has been arrested on drug charges by the Ouachita Parish Sheriff’s Office. A deputy conducted a traffic stop over a brake light issue. Inside the car they found the driver and two passengers, one of which was Valerie Mason, a playmate of the month from 2008. The deputy searched the vehicle, finding 2 grams of meth and syringes.

The Monroe News-Star reports Louisiana Tech and Eric Konkol have agreed to a one-year contract extension. The Bulldogs were 20-and-13 last season, nine and nine in Conference USA, which is an improvement from the prior season.

UL-Lafayette baseball coach Tony Robichaux is expected to make a full recovery after undergoing open heart surgery because the 57-year-old suffered a heart attack. Ragin Cajuns athletics spokesperson Patrick Crawford says the coach will be on bed rest for a bit…

According to Winn Parish Sheriff Cranford Jordan, 39 year old Oshay Booker has been arrested in Tulsa, Oklahoma after he fatally shot his stepfather two weeks ago. There was a brief standoff with the Tulsa Police Department Fugitive Squad before he surrendered to police. Booker was wanted for killing Ronald Goff. Goff was a former Mayor of Winnfield, LA.
