After 15 years on the run after escaping prison, 44 year old Lonnie Payne is returning to East Feliciana Parish in shackles.  Last month, he attempted to come back to the states, presented border officials with a fake identity.  East Feliciana Parish Sheriff Jeff Travis says previous they couldn’t get him.

Investigators with the Louisiana Department of Environmental Quality arrested a Lake Charles man on knowingly disposing of gasoline into a stormwater retention pond, which is a felony.  54 year old Dean Domingue and accomplice 51 year old David Mouton dumped 200 gallons of a gasoline and water mixture behind an Albertson’s grocery store.  Mouton remains at large.  DEQ spokesperson Jeff Nolan says the cost of cleanup was around 49-thousand dollars and that the Albertson’s did a voluntary clean up.

The growth in income was pushed by continuing gains in construction and the oil industry, but also on the back of yet another quarter of healthcare growth. Edwards says that’s due to the Medicaid expansion that’s more than paying for itself in revenue returns.

A Rapides parish grand jury has indicted Kaya Giles, 31, on a charge of first degree murder. Giles who had initially been charged with second degree murder allegedly shot her soon to be ex-husband, Thomas Coutee, to death in the Wal-Mart parking lot September 8th. Prosecutors have not said if they will seek a death penalty.
