The Louisiana Office of Student Financial Assistance host its third annual virtual apprenticeship expo for Louisiana high school students and post-secondary attendees today from 9 a.m. to 10:30 a.m.  Employer Engagement Coordinator Tonya Evans says students will receive information about apprenticeship programs by speaking directly with employers.

Several school districts will be attending the virtual expo. Students will participate in breakout sessions to engage with employers in the healthcare, cyber security, and chemical industries.

Evans says students can obtain work experience, receive classroom instruction, and recognized credentials.

An estimated 90 percent of apprentices retain employment after completing a registered apprenticeship program with an average salary of $80 thousand. Director of Student Engagement LaVonya Malveaux hopes attendees learn that apprenticeship could be an optional career pathway to their future.

In an effort to help farmers after the prolonged drought, Louisiana Congresswoman Julia Letlow has introduced the Drought Assistance Improvement Act. The legislation would cut the time in half that farmers can apply for assistance during dry conditions.

Letlow is hopeful the legislation will move quickly through the House, especially now that Congressman Mike Johnson, whose district is also experiencing a drought, is the new Speaker of the House.

A federal judge ordered the Department of Corrections to rectify the unconstitutional medical care of inmates at Angola.  Attorney Samantha Bosalavage with The Promise of Justice Initiative says they along with Democracy Forward have been working on the case for almost a decade.

Judge Shelly Dick of the U.S. Middle District of Louisiana issued the ruling on Monday. Bosalavage says the state is legally required to implement remedial plans for the medical care of inmates and the Americans with Disabilities Act deficiencies at the prison.

Over the course of the litigation, Bosalavage says the eight named plaintiffs in the suit died due to inadequate medical care. And while the ruling directly those incarcerated at the state penitentiary…

In a 60-person sample that was assessed for a remedy stage in June of 2022, Bosalavage says experts found many preventable deaths among inmates.

Centenary College in Shreveport announces it’s raising $50 million dollars to improve the four-year liberal arts school ahead of its bicentennial anniversary in 2025. Centenary spokesperson Kate Pedrotty says 20 million dollars will fund new infrastructure and upgrades to the School of Health Sciences – Mickle Hall.

The renovations will also include new state-of-the-art laboratories.

Pedrotty says $10 million will support the transformation fund which will support new academic and co-curricular programs. She says the return of football will boost recruitment for the university.

Louisiana Congresswoman Julia Letlow is co-authoring legislation to provide rural communities with grants to upgrade their police and fire departments. Letlow says it’s time to step up and help our first responders in small towns.

Letlow says if the BUILD Act passes every community in her district of 24 parishes would be eligible.

Many rural facilities are still operating out of facilities built in the 1980s and with a small tax base Letlow says they are unable to adequately fund any upgrades.

Smoke from a marsh fire in New Orleans East led to another deadly multiple vehicle wreck this morning on Interstate 10 near the Michoud exit.  Christopher Bannan, a meteorologist with National Weather Service says the smoke was mixed with fog which made for very low visibility…

Cleco customers can receive rebates for the purchase and installation of electric vehicle chargers. Manager of Cleco’s EV Program Richard Biedenharn says the rebates are for both commercial and residential customers.

Rebates for commercial customers range from $1,000 to $3,500.

Insurance Commissioner Jim Donelon says the third round of grants of up to $10 thousand for the Louisiana Fortify Home Program opens today at noon. Donelon says 750 grants will be available for all homeowners at the department of insurance’s website…

The grant will cover the cost of reinforcing a roof using methods that meet or exceed the FORTIFIED Roof standard, which includes strengthening the roof of the home against severe storms, high winds, and wind-driven rain.

Former Shreveport Mayor, Cedric Glover and Chairman of the House Democratic Caucus, Sam Jenkins are ideologically similar, according to LSU Shreveport Political Science Professor, Jeff Sadow, but he says the outcome may be influenced by the candidate voted out in the primary…

Daylight saving time ends Sunday at 2 am and sleep experts say the annual shift in time can have adverse health effects on many people.  LSU Health New Orleans Public Health Expert Dr. Benjamin Springgate says sleep deprivation and mood disturbances are likely to increase.

A 2020 Current Biology study reveals more darkness during early morning commutes may contribute to an increased risk of traffic fatalities.  While sleep has an overall impact on your health, Springgate says not everyone is affected by the time change in the same way.

Louisiana’s own Celebration Gator will be among the attractions in the 97th Macy’s Thanksgiving Day Parade. Lieutenant Governor Billy Nungesser says it’s the third year the 60-foot-long gator will crawl the streets of New York and he’s excited to announce the two Bayou State musical artists that will also appear.

JMC Analytics Pollster John Couvillion says in the October primary, a sizable number of Black residents voted for Republican Jeff Landry in the governor’s race, so will that trend continue???

Baton Rouge Police have arrested 37-year-old Denise Law in the beating death of 66-year-old Melinda Reed. Sargent Darren Ahmed says officers responded to a call of an unresponsive female Thursday afternoon, they believe a metal walker was used as the murder weapon.

Ahmed says the suspect was still at the scene when homicide detectives arrived. Law was booked into the East Baton Rouge Parish Prison and charged with 1st Degree Murder.

Governor John Bel Edwards and Colonel Lamar Davis officially broke ground on the site of the new State Police Crime Lab this morning. The new state-of-the-art facility will replace the existing lab that’s four decades old. Davis says it’s more challenging to solve crimes in an old facility…

And while it’s called the State Police Crime Lab, Governor Edwards says 200 agencies in Louisiana routinely submit evidence in addition to LSP investigations.

In the past year alone, the lab has taken on more than 16-thousand new cases and it’s often the data processed that will decide one’s guilt or innocence. In addition to solving crimes, Edwards says the facility plays another vital role…

It’s National Adoption Month and the Louisiana Department of Children and Family Services and First Lady Donna Edwards honored 465 families who have adopted 619 children from foster care this year. DCFS Secretary Terri Ricks says the ultimate goal is to find safe and permanent homes and families for children through adoption.

Of the 465 families adopting, 133 are single parents who adopted 175 of the 619 children. During Governor John Bel Edwards’s administration, there have been nearly six thousand adoptions.

This year’s Adoption Award winners include two Adoptive Families of the Year, two Community Partners of the Year, Advocate of the Year, Adoption Worker of the Year, and Adoption Region of the Year. Ricks encourages Louisianans to become a nurturing family for a child in need of a safe home.

DOTD is expecting it will take another two weeks to repair portions of Interstate 55 damaged by the 168-vehicle pileup that killed seven people in St. John the Baptist Parish. I-55 South is currently open but spokesperson Rodney Mallet says they’ll need to shut it down for a six-hour period this weekend where traffic is currently reduced to one lane.

The Louisiana Department of Education has released the 2022-2023 Advanced Placement results which show high school seniors have earned record achievement on their placement tests. Nearly nine thousand students earned a three or better. Superintendent of Education Dr. Cade Brumley says students who earned a three or better can earn college credits for the course.

In total, 41 percent of students earned a three or better on their AP exam. A record nearly 87 hundred students earned a three or better on their AP exam, a 19 percent increase from than pre-pandemic total of 73 hundred in 2019. More than 13 thousand exams were passed. Students who earned a three or better may be eligible for college credit courses that families will not have to pay for. Brumley says seniors earned the first annual increase in average ACT in six years.

The Don’t Pollute the Boot state is now home to the first-ever Litter Institute in the country. Executive Director of Keep Louisiana Beautiful Susan Russell says the LSU Litter Institute will not only study the trash issue locally but across the nation to find solutions.

Governor John Bel Edwards championed the issue, along with Lt. Governor Billy Nungesser, and asked the legislature for $800,000 to establish the institute.

Russell says the Institute is filling a void because there’s no central location for best practices and studies on the issue. She says it goes beyond people simply not disposing of trash properly and it’s a complicated issue.

A recent survey said there are approximately 144 million pieces of litter on Louisiana roadways alone.

Russell says the Bayou State is literally a trash receptacle for other states because of litter that flows into the Mississippi River and ultimately the Gulf. Louisiana receives the drainage of approximately 100 million people, 40 percent of the continental US.

Trash flowing into the Gulf of Mexico from the Mississippi River has resulted in some of the highest concentrations of microplastics in the world which impacts the state’s seafood industry.

LSU athletes have agreed to almost two-thousand name, image, and likeness deals since the NCAA allowed college athletes to receive endorsements. The NIL era began in July of 2021 and LSU associate athletics director, Taylor Jacobs, says the athletes are using their NIL money in a variety of ways

Jacobs says Tiger athletes have inked deals with Nike, Puma. Raising Canes and Taco Bell to name a few.

In January, a collective called Bayou Traditions was formed. Bayou Traditions raises funds to provide NIL deals with athletes. For over 30 years, the Tiger Athletic Foundation has raised money for facilities. Jacobs says some donors have a tough choice to make…

Jacobs says the next big thing to possibly come is revenue sharing. Under a revenue-sharing model, schools would share TV profits with athletes. She’s concerned about the future of Olympic sports that are not showcased on television…

After the fatal shooting of Northwestern State football player Ronnie Caldwell, the season was canceled. But Sophomore tight end Travon Jones has started a petition to change that. On the Natchitoches Parish Journal Podcast, he says players were never asked about ending the season.

Jones says they learned last Wednesday at a team meeting their was season was ending early. When asked how many fellow players wanted to continue playing Jones says three-fourths of the team.

Since Jones started the petition, he says he’s not received any feedback from the school’s administration or coaches. Jones says playing football is the best way for him and fellow teammates to handle their grief. When he lost a loved one before previous coaches agreed to play on.

Last week NSU President Dr. Marcus Jones cited the mental health of the players for cancelling the final four games of the season.

There has been an insurgence of annoying salt marsh mosquitoes in the Bayou State. LSU Ag Center Entomologist Kristen Healy says a combination of drought and wildfires are contributing factors to this situation.

Salt marsh mosquitoes are a dusk brown color but unlike many other types of mosquitoes, they fly during the day. Healy says saltmarsh have adapted to fly extremely long distances for food sources.

From the middle of spring through the middle of fall, populations of saltmarsh mosquitoes can be found more than 80 miles inland from coastal waters. Healy encourages Louisianans to avoid places and times when mosquitoes are abundant.

21-year-old Malik Flowers has been arrested after the double Friday night shooting a block from the Donaldsonville High School football game. Ascension Parish Sheriff’s Office spokesperson Donovan Jackson says Flowers faces second-degree murder for the death of 21-year-old Tyree Parker and an attempted murder charge…

Because the football game against Patterson was close by Jackson says the game was halted as a security precaution and the stadium needed to be utilized for air medics.

This is the third shooting that’s happened near or at a high school football game this season. There was one on October 6 at the Hahnville – Thibodaux game and a fatal shooting on September 1st at the Brusly – Port Allen game.

Halloween spending to reach a record $12.2 billion according to the National Retail Federation, exceeding last year’s record of $10.6 billion. But NRF Vice President of Industry and Consumer Insights, Katherine Cullen says the big headline is more people are celebrating the holiday than before…

Before the pandemic, only 68% of US adults observed All Hallows’ Eve.

And as the popularity of Halloween has increased, Cullen says that’s driving the increase in spending. And post-pandemic there’s been an increase in more Halloween events…

And while you might think inflation is driving the increase in spending this Halloween, Cullen says it’s actually because more people are participating this year. On a per-person basis, she says people will spend $108 for Halloween, up about eight dollars from last year.

The first significant fall cold front is about to blanket the state, just in time for Halloween. State Climatologist Barry Keim says it will usher in very dry and cool Canadian air and will stick around for a few days. Highs today in north Louisiana will be in the 50s and in the 60s for the southern half.

Louisiana State Police host their first-ever Securing Louisiana Cyber Summit at its  Training Academy today from 8:00 a.m. to 4:00 p.m. today. Trooper Christian Reed says the goal is to provide insight into the growing threat of cybersecurity on small businesses and critical infrastructure.

With several sessions featuring both in-person and virtual experiences, the summit will explore cybersecurity requirements and best practices to improve business security. Reed says cybersecurity leaders and experts will discuss strategies on how to maximize security.

Willis-Knighton Medical Center in Shreveport has been recognized as the top hospital in Louisiana by Newsweek magazine. Senior Vice President of Quality and Clinical Performance Clarie Rebouche says this recognition is a testament to the work of the staff and their patient care.

The ranking of Newsweek’s Best-in-State Hospitals 2024 recognizes 600 leading hospitals across the nation.

Rebouche points out hospitals are selected based on patient survey results, and key medical performance indicators. She says surveys were sent in June and July for hospital peer evaluations…

The family of Ronnie Caldwell, the Northwestern State football player who was killed on October 12th, will file a lawsuit against the school this week.  Three days before he was killed Caldwell told his parents his roommate 27-year-old John McIntosh threatened him with a gun. They asked coach Brad Laird to move Ronnie to another location. Attorney Troy Pradia says if Laird had only called the cops on McIntosh…

The family says Laird assured them he would help but nothing happened and the next time they heard from him was a phone call that Ronnie was dead.

While fighting back tears, Ronnie’s mother Blanche Caldwell says they trusted the school to protect him…

Pradia says they don’t know exactly why the school chose to end the football season early or why Laird resigned…

Caldwell moved from his original apartment due to mold and was placed with McIntosh at The Quad Apartments, owned by Campus Advantage. Pradia says McIntosh was not a student and had a criminal history.

McIntosh has been charged with possession of a firearm in the presence of a controlled dangerous substance. He’s been released on bond from the Natchitoches Parish Detention Center.

One of Caldwell’s ex-teammates, 22-year-old Maurice Campbell, II has also been arrested on obstruction of justice and gun and drug charges.

The Saints are tied with Atlanta for first place in the NFC South after ending a two-game losing streak by beating the Colts 38-27. New Orleans fell behind 17-7 in the second quarter but Taysom Hill’s 20-yard touchdown run  cut the deficit to three and Hill’s second touchdown run in the fourth quarter gave the Black and Gold a 15 point lead. Louisiana’s Gaming Control Board has approved the transfer of the gaming license of the abandoned Bossier City Diamond Jacks Casino to the Cordish Companies. Cordish is a leader in the gaming development industry. Gaming Control Board Chair Ronnie Johns says Cordish will take over in the renovation of Diamond Jacks.

Diamond Jacks Casino closed in 2020 amid the impacts of the pandemic. Cordish Live! brands several sports and entertainment destinations such as Texas Live! Kansas City Live! and Bally Sports Live! in St. Louis, Missouri.

Johns says Cordish has begun renovation on the massive 77 thousand square feet gaming, entertainment, and dining venue.

The $270 million project will feature more than 47 thousand square feet of gaming space, an upscale 550-room hotel, and 30 thousand square feet of first-class dining and entertainment venues. Johns points out that the new construction will also feature…

If you’re planning on traveling Interstate 55 southbound lanes, you may see contractors mobilizing equipment between Ponchatoula and LaPlace over the next two weeks. DOTD Spokesperson Rodney Mallet says crews will begin repair work on the southbound lanes where the accident occurred starting this weekend.

Interstate 55 southbound lanes reopened Thursday following the massive 168-vehicle pileup that killed at least eight people and injured 63. The southbound lanes will merge to one lane for nearly 500 yards near mile marker 14 near the site of Monday’s accident. 

Mallet says the northbound portion of Interstate 55 is completely closed.

DOTD and inspectors are analyzing data on the extent of the damage to the northbound lanes of the bridge. Mallet says questions remain as to what can be done during foggy conditions that create extreme hazards on the highway.

There is no timeline for reopening the northbound lanes at this time.

After an animal hoarding situation of 53 cats was discovered in New Iberia last Saturday, the Human Society of Louisiana is asking for contributions to cover medical expenses. HSLA Director Jeff Dorson says the cats were living in a home with deplorable conditions.
