The top two polling candidates in the Democratic Presidential Primary will square off tonight in a debate along with eight other hopefuls. Former Vice President Joe Biden sits at the top of the polls in the crowded field and Biden Campaign Co-Chair Congressman Cedric Richmond says the VP’s history of bipartisan work make him the best candidate

Cut 3 (08) “…work with”

Biden recently came under fire for touting his record in Congress of working with segregationists.

But New Orleans Our Revolution Chairman Adam Kay says the candidate at number two in the polls, Vermont Senator Bernie Sanders, has a compelling, progressive message for voters.

Last night ten other Democrats took the stage for debate, headlined by Massachusetts Senator Elizabeth Warren and former Texas Congressman Beto O’Rourke.

The Army Corps of Engineers says they expect to close the Bonnet Carre Spillway within the next two to three weeks as pressure on Mississippi River levees is expected to begin decreasing. Spokesperson Matt Roe says they’re confident the structure can begin closing soon…

Cut 10 (11) “…the water.”

The Bonnet Carre is located just west of New Orleans, and redirects river water into Lake Ponchartrain when it threatens to overtop city levees.

It’s the first time in history the Spillway has had to open twice in one year as record rainfall in the Midwest has sent a torrent of water downstream. Roe says that’s kept Corps engineers and inspectors busy for most of 2019…

Cut 11 (07) “daily”

The Bonnet Carre’s opening is thought to be responsible for a rash of toxic algae blooms along the Mississippi coast.

The Bonnet Carre has been open for 90 days this year, topping a record of 75 days set back in 1973, and Roe says the Corps and Levee Authorities have faced high river levels for even longer than that.

The NCAA is putting new transfer rules in place, which could make it tougher for student-athletes to gain immediate-elgibility once they move to another school. The revised guidelines will require more input from athletic directors from an athlete’s original school on whether the circumstances that led to the transfer should result in a player being able to play right away at their new school.

A report finds Louisiana has a four times higher rate of the use of solitary confinement for prisoners than the national average. Loyola Jesuit Social Research Institute Research Fellow Dr. Sue Weishar says they surveyed prisoners in solitary, and 77 percent reported stays of more than a year. She says that’s torture.

Cut 3 (11) “…hopelessness”

The survey was based on responses from 709 inmates who were in solitary confinement at the state’s nine prisons.

Weishar says the practice undermines the goal of rehabilitation because the intense mental and physical stress created by extended stays creates long term damage.

Cut 4 (09) “…entered.”

30 percent of respondents to the survey reported solitary confinement of more than five years.

Weishar says the abnormally high rate of solitary use is the result of poor policy from the Department of Corrections, and the report authors are demanding change.

Corrections responded, saying 3.75 percent of prisoners are in “restrictive housing” at the moment, and the number of those beds has been reduced by a thousand over the last two years reforms.

A bill that would have allowed golf carts to cross LA 35 and other state highways within the town limits of Church Point is one of six the governor has vetoed from the 2019 legislative session.  Rep. Cut 6 (10) “…around 5000 people.”

DeVillier says he is disappointed Governor Edwards killed the bill as the safety concerns were addressed because the proposed law said drivers had to be 18, with a valid driver’s license, carry insurance on the golf cart, and the vehicle must be equipped with proper lighting.

DeVillier adds he was caught off guard by the veto and says the Governor had voted in favor of similar bills in other communities during his time as a lawmaker.
