The second televised gubernatorial debate takes place tonight at 7 from the campus of UL Lafayette. Kevin Barnhart has a preview.

Governor Edwards has said a strong economy is why the state ended up with a surplus of 500-million dollars for the fiscal year that ended June 30th. But economist Greg Albrecht, with the Legislative Fiscal Office, credits the increase in state revenues to changes to federal tax law that resulted in Louisiana taxpayers and businesses paying more state taxes.

Lafayette General Health and Ochsner Health System are merging to create the largest healthcare provider in the Gulf South. Lafayette General Health System President David Callecod says the merger means a big investment into the Acadiana area.

Callecod says the merger, which should be completed in the spring of 2020, will lead to more jobs as well.

Baton Rouge Police have arrested eight people who were allegedly waving rifles in the air while filming a rap video on a residential street…

That’s Sergeant L’Jean McKneely who says the weapons were loaded and functional, but they are now in police custody.

LSU Football Coach Ed Orgeron said he hopes that wide receiver Terrace Marshall will be able to return before the Alabama game in November. Marshall had surgery on Sunday to repair a stress fracture in his foot. Orgeron says senior Stephen Sullivan will move from tight end to wide receiver to make up for Marshall’s loss…

The Saints are putting rookie linebacker Kaden Elliss on injured reserve. The 7th round draft pick out of Idaho suffered a knee injury in the win over Seattle. Elliss played on special teams and just started filling in for the injured Alex Anzalone. The Black and Gold are bringing back former first-round pick Stephone Anthony to take Elliss’ spot on the roster.

After losing its season opener to Texas, Louisiana Tech has won three straight and will visit the Rice Owls this Saturday. Bulldogs Coach Skip Holtz is interested to see if his team can keep the win streak going on the road…

Tech had 565 yards of offense in last Friday’s win over F-I-U, but Holtz is not happy with settling for three field goals in the red zone.

Good news for anglers. The Department of Wildlife and Fisheries will re-open the recreational red snapper season for the next two weekends. Based on LA Creel surveys, the estimate red snapper landings still has not reached the quota for the year, therefore the state can provide additional fishing days.

The Department of Health releases the state’s first opioid response plan, aiming to reduce the state’s opioid crisis. Over 450 deaths were attributed to opioids in the state last year. Assistant secretary of the Office of Behavioral Health Karen Stubbs says prevention is the first step in the right direction.

Stubbs says another step is enhancing interventions, rescue during an overdose and the capacity for treatment.

Stubbs says effective recovery support services and improved real-time data analytics and surveillance of the opioid epidemic are part of the plan.

LDH has received over $50 million in opioid federal grants to fund the implementation of the response plan. Last year, the state saw a decrease in the prescription of opioids, but an uptick in opioid-related deaths.

The White House releases a partial transcript of a phone call where President Trump asks the Ukrainian President to investigate Democratic Presidential candidate Joe Biden’s son.

Democrats say the President froze hundreds of millions of dollars in aid to the country before making the call, but House Minority Whip Steve Scalise says nothing discussed was illegal.

Scalise says the impeachment inquiry is another partisan attack and misuse of authority by House Speaker Nancy Pelosi.

Scalise says the conversation was not about attacking political rivals, but about a joint effort to clean up corruption in the country that was a home base for Russian efforts to interfere in the 2016 election.

DeRidder Police post a warning to social media saying they are seeing an uptick of fake money used in movies circulating around the area.  Chief Detective James Halbert says the movie money can be ordered on Amazon, and while it is legal to be in possession of it, it’s unlawful to use it like actual currency.

Halbert says the fake currency often originates from people using the bills to rip off drug dealers.

Halbert says those passing off the fake bills will target new or busy cashiers who may not be paying close attention to the money they are being handed.

Halbert says one person has been arrested as part of their investigation.

Members of a Texas motorcycle gang are under arrest for allegedly stealing two ATM machines, resulting in over 150,000 dollars stolen in Westlake.  Calcasieu Parish Sheriff Tony Mancuso says two ATM’s were ripped out of the ground by the gang who stole a number of other vehicles to pull off the heists.

Five members are under arrest, with warrants still out on 46-year-old Melvin Cupp of Texas and 44-year-old Joshua Fontenot of Denham Springs.

Mancuso says the gang may have gotten away with 150,000 dollars, but they stole and destroyed tens of thousands of additional dollars in property to pull it off.

The gang is known as the Brother East Outlaw Motorcycle Gang, or B*EAST.

The investigation required help from State Police, Texas authorities, and the feds in order to bring in the bandits. Mancuso says when the time came to make arrests, they had backup.

Saints Punter Thomas Morstead is the NFC Special Teams Player of the Week. Morstead averaged 54 yards a punt in the 33-27 win over Seattle.

McNeese dropped its Southland opener last week to Abilene Christian and this Saturday the Cowboys return home to host Sam Houston State. McNeese scored 34 points in a season-opening win over Southern, but since then they’ve scored 41 points in three games. First-year head coach Sterling Gilbert believes hard work will eventually produce better results

LSU Economist Loren Scott projects the state will add nearly 54-thousand jobs over the next two years in his newly released annual Louisiana Economic Outlook. Scott says the offshore energy industry will see job growth as an additional ten new rigs will begin operations in the Gulf of Mexico by 2021 and a lull in industrial construction projects will end…

New Orleans and Baton Rouge will add about 30-thousand jobs, while Lake Charles could see an increase of nearly seven-thousand jobs.

The Republicans in Louisiana’s Congressional delegation are standing behind President Trump as Democratic leaders in the House have launched an official impeachment inquiry on the President for allegedly seeking help from a foreign leader to hurt Presidential Democratic candidate Joe Biden. Senator Cassidy believes a transcript of the President’s conversation with the leader of Ukraine will speak for itself.

House Speaker Nancy Pelosi has launched an official impeachment inquiry into President Trump over allegations the President sought information from the leader of Ukraine that could be used against political rival Joe Biden. Republican Senator John Kennedy says the president was talking to Ukraine’s president about corruption and the 600-thousand dollar salary that Biden’s son received for sitting on the board of a Ukrainian oligarch gas company…

Kennedy also alleges that Biden’s law firm received substantial payments from the oligarch as well.

LSU economist, Doctor Loren Scott, predicts the state will add additional 53-thousand jobs over the next two years, with most of the new employment opportunities coming along and south of I-10…

Scott says the Shreveport area could see 600 more jobs thanks to the Port of Caddo-Bossier and the National Cyber Research Park.

In the first 20 days of enforcement, at least 20 restaurants have been cited for the violation of the seafood labeling law requiring businesses to disclose if their shrimp and crawfish products are imported. Department of Health spokesperson Bob Johanessen says the citations are considered a minor violation.
