Jared Sandifer says this was in reference to the Alton Sterling shooting.

We are seeing heavy rainfall across the northern half of the state today. A flash flood warning has posted until 12:30 this afternoon for Franklin, Richland and Madison Parishes. According to the National Weather Service, five inches of rain have fallen and an additional two to three inches of rain is expected.
