Louisiana is awarded a huge grant to study the impacts of high-dosage tutoring on literacy. Andrew Greenstein reports.

Libraries throughout the state are becoming more and more popular. The latest statistical report shows that in 2024, libraries welcomed more than 11-million visitors – that’s up eight and a half percent from 2023. State Librarian Meg Placke (PLACK-ee) says the trend is very encouraging.

Not only do public libraries offer books that are available to borrow, but they also host scores of programs throughout the year. And Placke says in 2024, the 337 public libraries throughout the state hosted almost 90-thousand in-person and live virtual programs.

Placke says in every way, public libraries are a staple of their communities.

In 2024, Louisiana had about 2.28-million library cardholders. That accounts for 52-percent of the state’s population.

The U.S. Department of Education awards Louisiana a 15-million-dollar grant to lead a five-year study on the impact of high-dosage tutoring on first and second-graders. Deputy Superintendent Dr. Jenna Chiasson (CHASS-on) says the project will serve about 45-hundred students in both traditional public schools and charter schools.

Chiasson says the awarding of the grant recognizes the state’s leadership in advancing evidence-based literacy solutions.

Chiasson says Louisiana has been a national leader in high-dosage tutoring; and while there is still work yet to be done, it has led to tremendous progress in literacy.

Attorney General Liz Murrill told lawmakers on Tuesday that UnitedHealthcare potentially owes the state between $380 million and $768 million in overpayments for pharmacy costs, which is why her office instructed L-D-H to cancel its contract with the state, forcing thousands of Medicaid patients to switch insurance providers.

Murrill says UnitedHealthcare has also failed to turn over documents that prove they are complying with the contract.

Louisiana lawmakers expressed concern about ending the contract on January 1st, so LDH Secretary Bruce Greenstein told a legislative committee yesterday that they will give UnitedHealthcare through March to comply with the state’s orders. Murrill is okay with that…

Lawmakers were concerned that ending the UnitedHealthcare contract on January 1st would result in a lapse of coverage for thousands of Medicaid patients, because it will take several weeks to get those Medicaid recipients on another insurance, which is why Greenstein said there will be a 90-day extension.

Murrill says the state has been litigating with UnitedHealthcare for five years…

With the Revenue Estimating Conference determining that the legislature will end the current fiscal year with a 293-million-dollar budget surplus, State Treasurer John Fleming is suggesting giving that money back to the taxpayers in the form of tax cuts.

The Revenue Estimating Conference identified stronger than expected income tax revenue as one of the main drivers behind the surplus, despite the fact that the legislature cut the income tax rate across the board last year. Treasurer Fleming says for this reason, further tax cuts are the most effective way to return the surplus to the taxpayers.

Fleming says the ultimate goal is to make income taxes in Louisiana a thing of the past.

Fleming points out that Texas, Tennessee and Florida are doing the best economically in the country, and none of those states have a state income tax.

UL-Lafayette plays in its eighth straight bowl game tonight as it takes on the Delaware Blue Hens in the 68 Ventures Bowl in Mobile, Alabama, at 7:30 p.m. Cajuns head coach Michael Desormeaux (DEZ-er-moe) says the bowl game is one last chance for some of his players to play the game of football.

The Cajuns have dealt with the injury bug all season, and it’s going to be no different tonight as the team is without several starters. Desormeaux says the team will rely on its younger starters and knows his players will benefit from the adversity they faced this season.

UL-Lafayette quarterbacks Lunch Winfield and Walker Howard will both be available for tonight’s game. Howard helped lead the Cajuns to a 30-27 overtime win over ULM after Winfield exited the game with an undisclosed injury. Desormeaux says he has full confidence in both to get the job done.

The fifth ranked LSU women’s basketball team cruised to another victory as the Lady Tigers easily defeated Morgan State out of the Mid-Eastern Athletic Conference, 91 to 33. Flau’jae Johnson and Mikaylah Williams each had 14 points. LSU’s next game is Sunday against Texas-Arlington.

After missing the first five games with a calf injury, Saints defensive end Chase Young is quietly putting together a good season. He now has six sacks, three of them have come in the last five games and Coach Kellen Moore says he’s done a great job of being productive after the injury…

The Saints host the 3-and-11 Jets this Sunday.

 

Some interesting transfer portal candidates at the quarterback position have emerged for LSU. Florida quarterback DJ Lagway is the latest big name to announce he plans to enter the portal. Lagway faced injuries throughout his two years in Gainesville and struggled during a September matchup at Tiger Stadium, where he threw five interceptions.

Other quarterbacks that have announced plans to enter the portal, Nebraska’s Dylan Raiola who threw for two-thousand yards before breaking his fibula. Arizona State’s Sam Leavitt had an injury plagued sophomore season. But in 2024 he led the Sun Devils to the Big 12 Championship.

And then there’s Ole Miss quarterback Trinidad Chambliss who is seeking a waiver for an extra year of eligibility. He was asked if he gets that year of eligibility, will he return to Ole Miss…

Speculation is high Chambliss will leave Ole Miss for LSU if he’s granted another year of eligibility by the NCAA.

The Saints are 4-and-10 but 3-and-3 in games started by rookie quarterback Tyler Shough. Shough did not make his first start until week nine as he watched Spencer Rattler struggle through the first half of the season. New Orleans head coach Kellen Moore says that sitting Shough at the beginning of the season has allowed him to develop into a better quarterback.

The Saints will host the Jets this Sunday. New York fired defensive coordinator Steve Wilks yesterday after Sunday’s 48-20 loss to Jacksonville.

Jayden Daniels’ season is done. The former LSU star reaggravated his dislocated elbow on December 7th against Minnesota. He did not play this past Sunday and head coach Dan Quinn says it is best that last year’s Offensive Rookie of Year sits the rest of the year.

 

College football personnel expert Austin Thomas is reportedly leaving the LSU program for a third time. According to 2-4-7 sports, Thomas is returning to Ole Miss. He left Lane Kiffin and the Rebels to rejoin the Tigers football program before the 2024 season. At LSU, Thomas helped bring in the nation’s number one transfer portal class last offseason. His decision to leave Ole Miss for LSU prior to 2024 reportedly frayed his relationship with Kiffin. Kiffin has brought his general manager at Ole Miss, Billy Glasscock, with him to LSU. Glasscock was instrumental in bringing highly ranked transfer portal classes to Ole Miss.

The McNeese men’s basketball team rallied from a seven-point deficit last night to beat Houston Christian on their home floor 78 68. Larry Johnson led the way with 22 points and six rebounds. The Pokes are 3-1 in Southland.

Tough loss for Southeastern Louisiana last night as they fell to East Texas A-and-M 70 to 67. A-and-M’s 13 second chance points in the second half were the difference in this game.

Ashbrook says they planted native plants in the Town of Jean Lafitte in Jefferson Parish that mimics the environment fireflies would have lived in before human encroachment.

The FBI has arrested a man in New Iberia that federal authorities say was involved in an extremist group that was planning a series of New Year’s Eve attacks in southern California. FBI director Kash Patel says the Louisiana arrestee was part of a pro-Palestinian anti-government organization.

The St. Tammany Parish Sheriff’s Office is investigating an incident where a neighbor used lethal force to end a domestic dispute. It happened in the Mandeville area early Monday morning. Investigators say the neighbor got involved after seeing a woman trying to flee from her boyfriend who was attacking her with a knife in the front yard. Deputies say the neighbor demanded that the man stop and when he didn’t that’s when he shot the attacker. At this time no charges have been filed.

Higher ed officials say more high school students are participating in dual enrollment.

You never see fireflies anymore. The Town of Jean Lafitte has reached out to the LSU AgCenter to work on a plan to re-establish firefly populations in the Wetland Trace boardwalk trail. Entomologist Aaron Ashbrook says part of that plan involves planting 375 native plants within a 15-hundred-square-foot area.

Pesticides, urban development, invasive insects and light pollution are all cited as reasons for the significant drop in firefly population.

A state lawmaker is worried about the future of LSU Health Shreveport. The LSU Board of Supervisors has approved major organizational changes that include giving the Baton Rouge campus direct oversight of operations at its research institutions. Shreveport Senator Thomas Pressly says the restructuring ends 25 years of local autonomy for LSU Health Shreveport.

LSU Chancellor James Dalton says a unified research structure better positions LSU to compete for major grants and attract faculty.

Element USA announces it’s investing $850 million to build a rare earth and critical minerals refining facility in St. James Parish. According to the Louisiana Department of Economic Development, this facility will produce materials essential to advanced manufacturing, national defense, and energy technologies, and also create 200 new direct jobs.

A record 75-percent of Louisiana’s high school Class of 2024, graduated with early college credit, an increase of 11 percentage points from the Class of 2019. The goal is to reach 100-percent…

The Saints improved to 4-and-10 on the season with Sunday’s 20-17 win over Carolina. New Orleans’ defense came up with a big stop to give its offense the ball with 57 seconds left. Charlie Symth’s 47-yard game-winning field goal sealed the deal. Head coach Kellen Moore says he’s proud of his team’s fight.

The Saints’ final three games are against the Jets, the Titans and Falcons. Those three teams have a combined ten wins, so finishing seven and ten is a possibility for New Orleans.

Education officials are celebrating the fact that three out of every four Louisiana graduates in the Class of 2024 had college credits when they received their diploma. The 75-percent rate is an 11-point increase from 2019. Tristan Denley, the deputy commissioner for academic affairs and innovation at the Board of Regents, says high school students can earn college credit in a number of ways.

State Farm is lowering its auto insurance premiums by an average of almost six-percent statewide. Insurance Commissioner Tim Temple credits the approval of legislation that cracks down on lawsuit abuse as a reason why they are lowering their rates…

Temple says there’s a direct correlation between the amount of claims that insurance companies pay out and the rates it charges driver.

Tyler Shough was one of the heroes for the Saints yesterday, earning his first comeback victory of his NFL career in leading the team to a 20-17 win over the Panthers. It was the Saints’ fourth win of the season, Shough’s third win as a starting quarterback and the team’s second win in a row. It was also Shough’s first win in the Superdome, which he says made it that much more important.

WDSU-TV in New Orleans is reporting the FBI arrested a person in New Iberia that is connected with a terror organization that was plotting New Year’s Eve attack in Southern California. The FBI says the person arrested in Louisiana was not part of the California bombings plan, but is considered a considerable threat.

It is a cold afternoon and it will be cold again tomorrow morning, but Shane Pendleton with the National Weather Service in Shreveport, says a warm up begins tomorrow afternoon…

Looking ahead to next week, Pendleton says we can expect unseasonably warm and dry conditions for Christmas week.

The Louisiana Wildlife Federation has released a new edition of its “First Time Fishing in the Atchafalaya Basin.” The first edition of the “First Time Fishing” booklet was published in 2014 by Anna Wilson and it helped introduce thousands of young people to the basics of fishing.  Executive Director of the Louisiana Wildlife Federation, Rebecca Triche, says this updated edition, hopes to inspire the next generation to connect with nature and enjoy fishing in the Basin…
