Meanwhile, the chairman of the House Democratic Caucus would like to see changes when it comes to who sits on the House Appropriations and Ways and Means committees. Minden Representative Gene Reynolds says more moderate Republicans on those two panels could change some voting patterns….

The House Appropriations Committee has begun budget discussions for the special session, and still plans to save some money for next fiscal year in case there’s a mid year shortfall. But the governor’s office says under the House plan higher ed wouldn’t be fully funded and vital services would be put at risk.

But Covington Representative John Schroder says needs and wants are not relevant, but this is about what the state can afford.

The Shreveport Police Department is looking for the person or persons responsible for shooting and injuring a man while he was driving in his car on I-20. They say 23-year-old Perdarius Marhsall reports his car was struck by multiple rounds fired for another vehicle along the roadway. Marshall is in serious condition, and cops are working to identify a suspect.

The Baton Rouge Police Department is looking for a man who allegedly fatally stabbed another man with a beer bottle. They say a second degree murder arrest warrant has been issued for the suspect, 59-year-old Elvis Graham, who is also known as Dog Man. According to cops, Graham struck Vinell Eisley over the head and then stabbed him with a beer bottle after a verbal argument.

As this special session gets underway, there’s already talk of another to come later with the goal of implementing meaningful tax reform. Kenner Representative Julie Stokes says both chambers couldn’t come to an agreement on how to reform the state’s tax code.

Stokes says this was the year to implement tax reform, as there won’t be another fiscal session until 2019.

After what many call a grueling regular session, Democratic lawmakers are calling for a change of leadership in the House, starting with Speaker Taylor Barras. But Shreveport Representative Alan Seabaugh says Barras is looking out for the interests of the people who do not want their taxes to go up.

Two cases of dog flu have been confirmed in Monroe. Dr. Phillip Cancilleri says some pets from Florida participated in a dog show and brought the virus with them to Louisiana. But he says typical backyard dogs aren’t at much risk of contracting the virus.
