House Majority Whip Steve Scalise of Metairie is telling his colleagues that he will wait until his doctors give him the okay, before he returns to the Capitol. A spokesperson for the Republican lawmaker says Scalise was on a conference call with GOP legislators today to discuss spending bills. Scalise was shot in June in the hip and is undergoing inpatient rehabilitation, after undergoing several surgeries.

The Department of Children and Family Services announces over half a million dollars of child support payments have been paid through MoneyGram in the first six months of the year. Child Support Enforcement Director Lydia Scales says they’ve seen an increase in participation after allowing electronic payments.

Scales says each month the child support payments have increased. She says it’s made it easier for noncustodial parents who are unbanked to pay their child support, because they can now make payments in cash.

A report by Caring.com finds Louisiana is the 32nd best state to grow old. Caring.com Vice President Tim Sullivan says they focused healthcare and senior care to come up with these rankings. He says the Bayou State did well in terms of cost of care…

The report found Utah is the best state to grow old. Sullivan says Louisiana did not rank anywhere close to the top 10, because of the quality of life in senior care facilities.

The study incorporated statistics on senior living community reviews, nursing home costs, in-home care prices and elderly well-being assessments.  Sullivan says the quality of Louisiana’s nursing homes could use some major improvement. As LSU students head back to school today, there’s another new face on campus with the new Mike VII hanging out in his habitat and greeting the new Tigers. One freshman student says the 11-month-old rescue tiger looks like he’s enjoying his newly renovated habitat.

She says it’s exciting to have the school’s mascot living and breathing on campus. Two other students were also thrilled to see the new live mascot.

Mike VII was donated to LSU by a rescue facility in Florida. He made his first appearance in the night house during last week’s move in day, and today is his first day accepting visitors at the habitat. A junior on campus says having a new Mike is a great way to kick off the new school year.

At 1:26 p.m. today, hundreds of LSU students gathered on the campus’ parade grounds to watch the peak of the Great American Eclipse. The last time the majority of a solar eclipse was seen in the U.S. was in 1979. Sean Mahoney, a sophomore majoring in Mechanical Engineering says he waited for hours in line to receive a pair of protective glasses.

Matthew, a biological science major at LSU, says college aged kids have never seen anything like this in their lifetime, which makes it such a special experience.

Minden Police arrest a 25-year-old for allegedly taking a two-month old child from his home and leaving him underneath an I-20 overpass. Authorities are still trying to determine why 25-year-old Kyshaun Wilson kidnapped the toddler and left the infant under a bridge. Wilson is friends with the people who lived at the home taking care of the baby. Wilson reportedly told a homeless person he left a child under a bridge in Minden and the child was found sleeping under the Sibley exit.

Louisiana will be electing a state treasurer this fall as well as hosting many local elections, propositions and constitutional amendments on the ballot. Schedler says you can register online at sos.la.gov, and the secure registration portal will walk you through the steps…:

The first ever live broadcast of a solar eclipse from a high-altitude balloon will take place in Illinois by the Louisiana Space Grant Consortium, a NASA based program of LSU students. Professor and Associate Chair of the LSU Physics and Astronomy Department Dr. Dana Browne says by hanging an HD video camera underneath a weather balloon, they will be able to see the shadow of the moon crossing over the earth’s surface.

Browne says the video will be sent from the balloon to the ground station through a wireless transmitter and then live streamed. He says it took a lot of practice to perfect the video recording from a moving balloon…

Browne says LaSpace is partnering with NASA to live steam the solar eclipse. He says we will be able to see the eclipse in a way we’ve never seen it before through the high-altitude balloon.

It’s expected there will be a big need for industrial plant workers in Baton Rouge through 2018. Greater Baton Rouge Industrial Alliance Executive Director Connie Fabre says the demand for skilled employees will be so high because of all the new facilities that will be coming online over the next couple of years…:

Fabre says Louisiana’s Industrial Tax Exemption Program really benefits industrial plants, because manufactures do not have to pay local property taxes on expansions or new plants for 10 years. Millions of Americans are getting ready to watch today’s total solar eclipse. LSU astronomy professor Michael Cherry says this is the first time since 1979 a solar eclipse has been visible from the US. He says the total eclipse will be visible in a path about 70 miles wide from Oregon to South Carolina.

Cherry says most of the state will see about 80 percent of the sun blocked during the eclipse. Though coverage may vary in some corners of the state. He says the best time to view it will be between 1 and 2 p.m.

Cherry says this eclipse is a once in a lifetime experience. That’s why so many people are flocking to states in the path of totality, including many LSU astronomers. Cherry says he’s even heading up to Tennessee to see the full eclipse.

Today, a new boutique paddle wheeler cruise ship makes her maiden voyage from the Port of New Orleans. Port spokesperson Donnell Jackson says the American Duchess is an all-suite 166-guest ship offering inland cruises in the Lower Mississippi River.

Two dining venues on the shop offer open seating and regionally-inspired cuisine with complementary beer and wine at dinner. Jackson says the paddle wheeler will leave New Orleans and head up river, making stops at historic sites and attractions along the way.

Landry says a little over 77% of the structures in the city received 18 inches or more. He says, for the most part, businesses that were impacted have either rebuilt or relocated, but it’s the citizens that are having the hardest time in the recovery, especially those not insured…:

An audit of the state’s foster care program unveiled some not-so-surprising shortcomings. Karen Leblanc with the legislative auditor’s office says they found not all foster care providers had the required criminal background checks. They either had no check, or they were not completed in a timely manner. She says that’s not the only shocking discovery they made.

The audit also found that not all children who came into the program received the necessary physical and behavioral health services. Department of Children and Family Services Secretary Marketa Garner Walters says they’ve been trying to call attention to the problem after the department lost 2,000 workers under the previous administration. She says cases workers average 16 cases each, putting a heavy burden on vital employees.

The maximum recommended case load is 10 per case worker. Walters blames a high turnover rate and increasing number of foster kids in the system. That’s why the legislative auditor recommended the department evaluate staffing levels and request additional funding. Leblanc says they’re also recommending DCFS take advantage of other services offered in the state.

Walters says the department has already taken steps to improve the foster care program, like taking extra steps to hire new workers and restructuring the system to decrease the work load. She says they’ve also launched new programs like the Quality Parenting Initiative, which is a new way for the staff to work with foster parents.

This is the final week of preseason camp before school starts.

The Baton Rouge Advocate reports the Saints are looking to trade cornerback Delvin Breaux. The report says the team is frustrated with the number of games he’s missed because of injuries the last three years. Head Coach Sean Payton would not comment on the report, but did say availability is as important as anything else. Payton also said he’s optimistic starting center Max Unger will see playing time in the third preseason game.

Former LSU running back Leonard Fournette will not see any time on the field over the next two days because of a nagging foot injury. Fournette played in Jacksonville’s preseason opener, but he missed several games at LSU last year because of a foot injury suffered in preseason camp.

The NBA releases its regular season schedule tonight at 5:00. ESPN announced last week that the Pelicans will host the defending champs, Golden State, during the first week of the regular season, which is expected to begin sooner this season, in order to avoid back-to-back games.

There is a new political action committee looking out for the best interests of police officers and deputies. Executive Director of the Louisiana Law Enforcement PAC, Chris Stewart, says they are supporting law enforcement by promoting policies and candidates for elected office that will help officers serve and protect communities more safely and effectively. Stewart says they also want to lure more people to the law enforcement profession….

A Mississippi man is in jail after he drove on to the runway of the Slidell Municipal Airport and started doing donuts. Police say 49-year-old John Robertson of Kilmichael, Mississippi, told officers he was just being stupid. He was charged with reckless operation of a motor vehicle. Airport officials are trying to determine how Robertson gained access to the runway.
