Four people are in custody for a double murder in St. Tammany Parish. Jim Shannon reports detectives believe it was a carjacking gone bad.

The Louisiana Federation of Teachers is hailing the results of a nine day teachers strike in West Virginia. Matt Doyle has more.

St. Tammany Sheriff Randy Smith has provided more details on the arrest of four people who are connected to the deaths of Raegan Day and Dustin Hartline. They were found in a Camaro submerged in water near the East Pearl River Boat Launch on Monday. The coroner determined both were shot in the head. Smith says it is a senseless crime

18-year-old Jason Landry and 25-year-old Brittney “Beezy” Savell, who both live in Slidell, were arrested in Waveland, Mississippi.  22-year-old Derrion Lemoine and 27-year-old Steve “Stevie” Olivieri were arrested in Louisiana. Smith says Hartline decided to sell his vehicle, the suspects were interested and then decided to steal it.

Sheriff Smith says these types of crimes are devastating to the community because the victims and suspects are young and their lives forever altered.

Get set to lose an hour of sleep this weekend as Daylight Saving Time goes into effect. Experts say if you get at least seven hours of sleep a night, it should only be a minor inconvenience. But for over 50-percent of Americans it could take a couple days to adjust. Dr. Rebecca Meiners with Ochsner Medical Center in Baton Rouge says you can’t “make up” the sleep you’ve lost, so adjust now…

Meiners says a sleep friendly environment helps to encourage your body to sleep. It’s a good idea to ditch the cell phones and tablets while getting ready for bed…

Also, she says to watch what kind of foods and drinks you consume before go to bed. Caffeine is definitely not good to drink late. Meiners says drink calming teas instead. She says look for a good amount of one particular ingredient…

Senator John Kennedy is commending House Republicans for rejecting Governor John Bel Edwards’ tax proposals, in what some say is another step towards his eventual challenge for the governor’s house. UL-Lafayette Political Science Professor Pearson Cross says a relocation to D.C. hasn’t kept the Senator from sticking his toes in local waters.

Tension between the Democratic governor and the Republican legislature dominated the failed special session negotiations. Cross says the dysfunction wasn’t solely the result of the 2019 governor’s race, but it certainly didn’t help.

Cross says much of the blame lies at the feet of House Speaker Taylor Barras, who failed to build a republican coalition, and a Democratic caucus who refuses to budget on tax issues that target their constituents.

Cross says the legislative dysfunction hurts everyone involved, particularly a Democratic governor facing an uphill reelection battle in a Republican state.

West Virginia teachers won a five percent raise for all state workers after a nine day strike. In the wake of reports showing Louisiana teachers are paid 2,000 dollars less than the regional average, Louisiana Federation of Teachers President Larry Carter says if all other options are exhausted to get better conditions for teachers, he would support a strike.

At the moment though, Carter says there has been no discussions locally about staging a strike. He says they’re waiting to hear more from educators.

Reports say Oklahoma teachers could be the next to strike. Carter says teachers in some parts of the state haven’t had a raise in a decade, and the victory in West Virginia is getting their attention.

Jefferson Parish Representative Kirk Talbot has filed a bill for the regular session, that would let voters decide in October if internet fantasy sports betting should be legal in Louisiana. The issue dates back to a 1991 attorney general opinion concluding that fantasy draft games done over the phone were illegal and by expansion, now includes websites such as Draft Kings and Fan Duel. Talbot argues this proposition would not expand mainstream gambling…

Opponents might say they don’t want another mode of gambling to come to Louisiana, but Talbot says legalizing online sports betting would provide the state with another source of revenue.

Louisiana Tech basketball battles North Texas in the Conference USA Tournament. The Bulldogs won two tournaments during the regular season…the Cancun Challenge and the New Orleans shootout. Coach Eric Konkol hopes that experience pays off as they’ll need to win four straight games to claim the CUSA Tournament title…

St. Tammany sheriff Randy Smith provided more details this morning on the arrest of four people who are connected to the deaths of Raegan Elizabeth Day and Dustin Hartline, who were recovered Monday near an East Pearl River Boat Launch on Highway 90. Both were found shot and the suspected murder weapons were eventually recovered as well. Sheriff Smith says it was a senseless crime.

New research from Accountemps has found 44-percent lose sleep over work. The study also identified 50-percent of respondents are overwhelmed with work and the amount of hours devoted to their job…Another 20-percent identified strained relationships with their co-workers. Spokesperson Carrie Lewis encourages employees to talk with their boss to try to solve the problem between you and your co-workers…

The Trump Administration is backing a plan to impose tariffs on steel and aluminum imports. The plan is aimed at making American metal production more competitive at home, but Director of State Projects at the nonpartisan Tax Foundation Scott Drenkard says as a port state, the proposal hits Louisiana particularly hard.

The Tax Foundation estimates the tariffs would cost the US 9 billion dollars a year.

The LSU Manship School has an online game that lets taxpayers devise their own plan on how to address the billion dollar fiscal cliff. “Solve The Budget-dot-org” gives you a list of budget items that can be cut or funded, and tax proposals that can be adopted to rejected to close the budget gap. Manship Dean Jerry Cepos encourages everyone to give it a try.

Pelicans recap……..

After missing nine games due to an oblique injury Zach Watson returned to the line-up for LSU and helped the Tigers beat Southern 8-2. Watson was 3-for-5 at the plate with two runs scored and three stolen bases. Right-hander Cam Sanders allowed two runs and struck out eight in five plus innings. The Tigers have won four in a row and they visit UL Lafayette tonight for a 6:30 first pitch.

]In other action last night, UNO edged Tulane 8-7, Texas A-and-M topped Northwestern State six to one, Louisiana Tech blanked Grambling 8-0 as Bulldogs pitcher Tyler Follis struck out a career-high 8. Southeastern beat Toledo 7-6 and Nicholls clobbered Sacred Heart 21-6.

LSU’s Tremont Waters was named to the coaches All-Southeastern Conference freshman team. Waters and the Tigers will face Mississippi State on Thursday night in the SEC Tournament.

Last night in the SWAC Tournament, Southern edged Jackson State 62-60 to advance to the semifinals.

Tonight, Louisiana Tech faces North Texas in the Conference USA Tournament. The Bulldogs have lost four in a row.

In New Orleans, ULM battles Arkansas State. The Warhawks are led by Travis Munnings and Sam McDaniel. They each average 16 points a game. ULM Coach Keith Richard says the duo need to play well in order for the Warhawks to advance…

Saints and Pelicans owner Tom Benson remains in intensive care because of the flu. Benson was admitted to the I-C-U two weeks ago, but the Saints say he is showing signs of improving.

The Pelicans go after their ninth straight win tonight when they visit the Los Angeles Clippers. New Orleans is in fourth place in the Western Conference standings, two games ahead of the Clippers, who are in ninth place, which gives you an idea of how tight the standings are with 20 games to go. Tip-off is at 9:30.

At the Boys Top 28 tournament today in Lake Charles, White Castle upset top-seeded Tensas in the One-A semifinals as the Bulldogs defeated the Panthers 61-58. White Castle will play for the 1A championship on Friday when they take on Delhi. The Bears beat North Central 64-51. And in a Four-A semi-final contest….Woodlawn-Shreveport dribbled past McDonough 35…62-56.

Tonight at Alex Box Stadium, LSU goes after its fourth straight win as they host Southern University. Cam Sanders will start on the hill for the Tigers. This will be his third start and so far he’s struggled with his command, five walks in four innings pitched.

Also tonight, Lincoln Parish Rivals, Louisiana Tech and Grambling State meet in Ruston. Tulane is at UNO in a game televised by CST. Northwestern State is at 9th ranked Texas A-and-M.

Cajuns sophomore right-hander Jack Burk has been named Sun Belt Conference Pitcher of the Week. Burk pitched seven shutout innings against 12th ranked Vanderbilt last Saturday at the Shriners College Classic in Houston. UL Lafayette hosts LSU tomorrow night.

The Sun Belt men’s basketball tournament begins tomorrow in New Orleans. ULM will take on Arkansas State. The Warhawks finished the regular season by losing to A-S-U. Louisiana Tech faces North Texas in the Conference USA Tournament tomorrow night. And tonight in the SWAC Tournament, Southern hosts Jackson State in a quarterfinal matchup.

With the special legislative session over, lawmakers are looking ahead to the regular session that starts Monday. The question is how the legislature will react to a highly fractured House after accusations of mistrust among members. Baton Rouge Representative Barry Ivey says he can’t see any scenario during the upcoming session where legislators pass a budget.

Governor John Bel Edwards agrees that it will be difficult to pass a budget for next fiscal year in the regular session, because lawmakers will see the cuts will be too deep, without raising additional revenue. He says that’s why another special session is likely….

With the special legislative session being a memory for some and a nightmare for others, lawmakers are looking ahead to the regular session that starts Monday. The question is how the legislature will react to a highly fractured body after the recent blood-bath. Representative Barry Ivey.

Now that the special session concluded without a solution to fill a one-billion-dollar budget shortfall in July, TOPS funding could be cut by 80-percent. There are nearly 48-thousand TOPS students. Higher Education Commissioner Joe Rallo says many parents can’t afford to send their kids to college without some financial help. Those college prospects are looking elsewhere to get their education…

Governor Edwards has hinted at calling another special session at the end of the regular session to continue to find a way to cover the loss of one-billion-dollars. Rallo says legislators will need to consider funding both TOPS and higher education. One can’t go without the other…

Rallo says if funding for Higher Education and TOPS is wiped out, it will hurt more than just the students, their families and faculty. It could cripple the state’s economy…

So what happens now that the legislature wasn’t able to come to any agreement on solving the fiscal cliff? Governor John Bel Edwards doubts legislators can pass a budget for next fiscal year in the regular session, so another special session is likely…

But Republican House Appropriations Chairman Cameron Henry is optimistic they can pass a budget in the regular session, because the state can do more to reduce its spending

Livingston Parish deputies have charged 27-year-old Chad Horsley with a hate crime. The Denham Springs man is accused of targeting a Muslim owned convenience store, while impersonating an East Baton Rouge Sheriff’s deputy. He allegedly caused thousands of dollars of damage by attempting to steal the store’s ATM machine. Sheriff Jason Ard says Horsley also accused the owner of engaging in illegal activities.

Ard says his office later received a call from someone who says they witnessed the crime, but…

Ard says after being confronted with evidence, Horsley cooperated and admitted he picked that store for a reason.

Along with charges of hate crimes, Horsley was booked on simple criminal damage, criminal mischief, and false impersonation of a peace officer and is being held on a 56,000 dollar bond.
