Drivers in the Shreveport-Bossier City area can expect intermittent lane closures for both the eastbound and westbound lanes of the Texas Street Bridge starting Wednesday.  OTD spokesperson Erin Buchanan says the bridge which is part of US 80 was built in the 1930s and is in need of rehabilitation.

During the first phase of the $6.4 million dollar project, Buchanan says the outside lanes will be closed as the contractor brings in equipment.

Buchanan warns drivers to expect delays in their commute for at least the next year as the project continues.

President Trump is taking up Senator Bill Cassidy’s plan to fund additional border wall construction using money seized from drug and cartel busts at the border. This comes as a national emergency has been declared to raise additional money for wall construction. Cassidy says his legislation is good public policy.

The President is seeking to raise 8 billion dollars for the wall, and 600 million of that reportedly comes from the Treasury’s Forfeiture Fund, with houses seized funds from illicit activities. Cassidy says his solution to the ongoing border wall funding battle is a long term fix that is self-funding…

The total value of the Forfeiture Fund is estimated to be over three billion dollars.

Cassidy says estimates show only 10 percent of drugs, illicit goods, and money that illegally crosses the border is seized. He says by investing in the wall, you’ll be able to grab more cash, and create a cycle that funds even more wall construction.

The recent high profile hazing case that that resulted in the arrest of 9 LSU students from incidents in the Fall of 2018 has many wondering what it will take to end the hazing culture on college campuses.  Founder of HazingPrevention.org Tracy Maxwell says it is important to remember the elimination of hazing will take time.

Maxwell says the swift action taken to address the situation is a step in the right direction.

Maxwell says she used to think those that commit acts of hazing are horrible people but has since come to the conclusion that they were people who were hazed at an earlier time.

Baton Rouge Congressman Garret Graves says Louisiana flood control and prevention project funding will not be effected by the President’s declaration of a national emergency. The declaration allows funds to be redirected from military construction projects towards building up the southern border wall. Graves says they convinced the White House to take money from other projects.

3.6 billion of the reported eight billion dollars the President is seeking to pool for the wall will come from construction projects.

Graves says progress on projects like the Comite River Diversion and other vital flood protection efforts will proceed as usual despite the national emergency.

Democrats say they will challenge the declaration in Congress, where a two thirds vote would be needed to clear a Presidential veto. Graves backs the national emergency declaration, saying the situation at the southern border needs to be addressed.

A series of legal challenges have also been prepared, and it is likely the declaration will spend a very long time in court.

LSU’s number three and four hitters Antoine Duplantis and Daniel Cabrera each hit two home runs last night as the Tigers finally pulled away for a 12-7 victory over ULM. Cabrera hit a two-run shot in the third inning and a solo home run in the sixth inning and he drove in five runs. Duplantis hit a two-run homer in the seventh inning and then a grand slam in the eighth inning. ULM Third baseman Chad Bell hit a two-run homer in the first inning off of LSU starting pitcher Zack Hess. Hess gave up five runs in his first start of the season.

The Ragin Cajuns fell to 23rd ranked Texas 3-1 in ten innings. UL-Lafayette scored a run in the ninth inning to tie the game. Gunner Leger threw five shutout innings in his first start since undergoing elbow and knee surgeries.

Louisiana Tech outscored Southeastern Louisiana 13-8 after falling behind six to one. Chris Clayton drove in five runs for the Bulldogs. Each team had 17 hits.

Today in college basketball, 19th ranked LSU looks to avoid a let down after beating 5th ranked Kentucky on Tuesday night. Today at 5 PM, the Tigers visit Georgia, who is just 1-and-10.

Also today, the Cajuns host ULM at 7 PM. Texas San Antonio is at Louisiana Tech. McNeese visits Southeastern Louisiana at Northwestern State hosts Stephen F Austin.

The state Ethics Board meets today to reconsider its previous decision to bar candidates from using campaign funds to pay for childcare. The ruling has received quite a bit of public flack, including from Governor Edwards. UL-Lafayette Political Science Professor Pearson Cross says Edwards’ opposition will be hard for the board to ignore.

Shreveport police say a woman fatally shot her husband early this morning during a domestic dispute at the Cypress Landing Apartments. Authorities say the woman used a 22-caliber gun to kill her 29-year-old husband. The woman is reportedly in custody and no charges have been filed as of yet.

President Donald Trump is expected to declare a national emergency today to give him access for funds to build his long-promised border wall. Louisiana Senator John Kennedy says Democrats will oppose it, but don’t have enough votes to override the declaration. There will likely be legal action, but Kennedy says it appears the president has the constitutional authority to do it…

After a year-long investigation, State Police arrest 15 suspects in connection with a Mardi Gras 2018 incident known as a ride out where participants stopped traffic by riding recklessly. Senior Trooper Melissa Matey says many of the participants do no live in Louisiana….

Davis left the arena during the middle of last night’s win over Oklahoma City with an apparent shoulder injury.

The state ethics board today will reconsider its previous decision that candidates can not use campaign funds to help pay for child care costs. In November, a female Baton Rouge candidate seeking a House seat requested authorization, and was denied, as the board overruled a 2000 decision that allowed a man to use campaign funds for childcare. UL-Lafayette Political Science Professor Pearson Cross says the optics make it look like the board is trying to prevent moms from running for office.

State Troopers arrested 15 people and looking for dozens of more who participated in an event called the “2018 New Orleans Bike Life Mardi Gras Day Ride Out.” The “Ride Out” lasted nearly eight hours in different areas of the city on Mardi Gras day, disupting traffic flow by driving recklessly and intimidating other motorists. The Tigers are one of the favorites to win the College World Series, because of the return of shortstop Josh Smith, who missed most of last season with a back injury. 2009 was the last time the Tigers won a national championship and Smith knows LSU fans are hungry for another title…

In college hoops last night, DaQuan Bracey had a career-high 28 points as Louisiana Tech ended a three-game losing streak with a 71-57 win over UTEP.

The Saints have reportedly blocked the Bengals from speaking with defensive backs coach Aaron Glenn. Cincinnati is interested in hiring Glenn as its defensive coordinator.

President Trump is expected to sign this morning a spending deal that will avert another government shutdown and it’s also expected he’ll declare a national emergency in order to get the necessary funding he wants for a southern border wall. Much of that money would reportedly come from Army Corps and/or FEMA disaster prevention and relief projects, a keen concern for hurricane prone Louisiana. Thursday’s arrest of 9 frat members at LSU over allegations of hazing comes after the passage of the Maxwell Gruver Act that was put into place to combat the activity by handing out harsher punishments for future incidents. East Baton Rouge DA Hillar Moore credits the act for the allegations coming to light.

Police records indicate the nine members of the Delta Kappa Epsilon beat and urinated on pledges.

The state Ethics Board meets today to reconsider a previous ruling that said a female candidate for a state House seat in Baton Rouge can’t use campaign funds on child care expenses when the candidate is attending events related to the campaign. In 2000, the board said it was okay to do that. While the Ethics Board is not elected, UL Lafayette Political Science Professor Pearson Cross says if any of the members were to run for public office, any vote against permitting funds for that purpose would be used against them, more so if their opponent is a mom.

The Pelicans host the Oklahoma City Thunder tonight in the final game before the All-Star break in Charlotte. New Orleans has lost eight of its last 11, including two of the last three since Anthony Davis made his trade demands public. Davis is coming off a 3 point performance in a 118-88 home loss to Orlando. The Thunder are playing well and Russell Westbrook has recorded a triple-double in an NBA record 10 consecutive games.

Louisiana Tech basketball looks to snap a three-game losing streak tonight when they host UTEP. It’s the Bulldogs first home game in three weeks. Tech is 5-7 in Conference USA play, which is good for a tie for eighth place, but they are 12-0 at home. Tip off is at 6:30.

LSU basketball remains in second place in the SEC after Tennessee stayed undefeated in league play with an 85-73 win over South Carolina last night. The 10-and-1 Tigers meet the 1-and-10 Georgia Bulldogs on Saturday, while Tennessee visits Kentucky.

LSU Coach Paul Mainieri announced his starting pitchers for this weekend’s opening series. Zach Hess will start Friday against ULM, freshman Landon Marceaux will pitch on Saturday against Army and freshman Jaden Hill will start on Sunday against Air Force. Hill is a six-foot-four freshman from Ashdown, Arkanas, who was surprised to get the nod. Eric Walker will make his first since Tommy John Surgery on Wednesday against Northwestern State.

Louisiana Tech star Jaylon Ferguson is not happy about being disinvited to the scouting combine because he was convicted of simple battery as a freshman in Ruston. Ferguson was arrested after a fight at a McDonald’s. The NFL has told clubs they will bar players from the combine, if a background check reveals a conviction involving violence. Ferguson’s agent says the NFL should allow players in Jaylon’s situation the opportunity to prove to potential employers they are remorseful. Ferguson finished his career in Ruston as the NCAA’s career sacks leader.

ULM Basketball Coach Keith Richard has received a contract extension that keeps him on the sidelines in Monroe through the 2022-23 season. Richard is in his ninth season as the Warhawks head man and has ULM this season at 13-10, 6-5 in the Sun Belt heading into Saturday’s game against the Ragin Cajuns.

After a 2 year stint in the Mercedes-Benz Superdome, Bayou Country Superfest returns to Tiger Stadium for its tenth anniversary over Memorial Day weekend.  Festival Producer Quint Davis says this year’s lineup for the 2-day festival is the best yet, and is expected to draw fans from across North America.

Goveror Edwards was on hand for the announcement of the lineup and says his calendar is marked for the festival.

A nine-year-old boy is dead and his 18-year-old cousin has been arrested in an incident that Jefferson Parish Sheriff Joe Lopinto says was a negligent, but accidental discharge of a firearm. Kamone Thomas has been charged with Negligent Homicide, Obstruction of Justice, and Possession of Marijuana. Lopinto says initially Thomas told investors his cousin had shot himself, but…

When confronted by the results from the coroner’s investigation of the shooting that indicated the nine-year-old could not have shot himself, Lopinto says Thomas admitted guilt and said it was an accident that began with some horseplay.

Lopinto says Thomas then told deputies that he panicked and hid the gun, but has allegedly revealed the location.

The Sheriff says it’s a tragic accident that could have been avoided had the weapon been properly secured and kept out of the hands of a young child.

Lopinto says authorities are confident the incident was not malicious, and was not sparked due to any conflict.

LSU is confirming that nine members of the Delta Kappa Epsilon Fraternity have been arrested on Hazing charges. The activities are alleged to have taken place during the fall of 2018. The hazing charges are misdemeanors despite the passage of tougher anti-hazing laws last year. Legal Analyst Tim Meche says these student’s actions must not have met the criteria for harsher charges.

Under the Gruver Act, felonies can also be charged if a student is coerced into consuming booze that puts their blood alcohol level of at least .3.

Gruver Act does increase the range of groups that can be found liable in the case of a hazing incident. Meche says it’ll be interesting to see if Baton Rouge DA Hillar Moore uses the new law to broaden the scope of the case.

All nine student have been booked into the East Baton Rouge Parish Prison.

The Gruver Act flew through the legislature last year, and was publicly championed by a number of state leaders like Governor Edwards, who said they wanted to send a message with the tougher hazing penalties. Meche says that puts the student’s defense at a notable disadvantage right from the start.
