Former Louisiana Governor Mike Foster has passed away at the age of 90. Foster served two terms from 1996 to 2004 and he’s credited with creating Louisiana’s Community and Technical College System. Tropical Storm Delta has formed over the northwestern Caribbean Sea and it’s expected to strengthen into a hurricane when it enters the Gulf of Mexico on Wednesday morning. Delta could be a Category Two hurricane and a landfall is expected Friday anywhere from the Louisiana-Texas line to the Florida panhandle.
