President Donald Trump will make his case for a U-S Mexico border wall with a speech from the Oval Office tonight. The President says building the wall would make America safer, but New Orleans Congressman Cedric Richmond says utilizing modern methods, like those called for by the US Department of Homeland Security, would be a better border plan.
