Bienville Parish Sheriff John Ballance says his deputies are looking to the arrest the person who fired a bullet into an apartment complex in Ringgold killing 31-year-old Shanette Carter. Sheriff John Ballance says they believe two people running up the stairwell of the apartment were the ones targeted by the gunfire, but one of the bullets went through the wall of the victim’s apartment and hit her…
