After Opelousas State Senator Elbert Guillory called Representative Ted James a Chihuahua, the Baton Rouge lawmaker decided to create a fake caucus named for the dog. James says the name calling gives elected officials a bad image which is why he wanted to make light of the matter with the chihuahua caucus…
