Water has been distributed to residents in Tallulah as a state of emergency has been declared in Madison Parish because many residents are without water. Numerous pipes have busted because of the cold weather. Tallulah Mayor Payton Branch says the city’s water plant is 70 years old and they plan to rebuild it this year.
