Tropical Storm Harvey has made its third landfall near the Texas/Louisiana border. Southwest Louisiana will likely see the biggest impact, but the entire state will be affected, as we’re all under a flash flood watch through Thursday evening. Lisa May with the National Weather Service in Shreveport expects periods of heavy rainfall in northwest Louisiana through the end of the week…:
