The Bossier Parish Sheriff’s Office says a Springhill teen is charged with second degree murder for allegedly shooting another teen Sunday in Plain Dealing following an ongoing dispute. The suspect is identified as 19-year-old Phillip Woods, and the murdered victim is 16.
