Beginning next semester, students on the TOPS scholarship program will be required to pay about 60% of their tuition. Due to a massive budget deficit, the legislature was not fully able to fund the program in the last session. Higher Ed Commissioner Joe Rallo says the future of TOPS is not certain, but he doesn’t think it will go away completely…:
