Sankey says the frustrations are over a governance system that does not allow the NCAA to enforce rules without them being challenged and overturned in court The commissioner gave no indication a breakaway is imminent, but his public comments come as the U-S Senate works on federal legislation that attempts to bring rules and regulations to college athletics.
