Tropical Depression Two is trying to form into Tropical Storm Bertha in the northeastern Gulf. The storm could make landfall in or around Plaquemines Parish. Patrick Harvey is the emergency preparedness director in Plaquemines. Harvey says there are no plans to order evacuations. He says that could change if the storm surge forecast increases to six feet or higher, which could lead to flooding on Highway 39….
