The House has passed a bill that would ban the use of handheld cell phones while driving, except in emergencies. The vote was 71-to-28 in favor. Jason Hughes of New Orleans voted for it

Last year, a similar bill failed by almost the exact same margin, 71-to-22. The bill now moves to the Senate.
The House Education Committee approves a bill that would allow students to provide contact information of a parent or guardian to universities and colleges so the school can call that contact if the student is going through a mental health crisis.
