Herring is the sister of bill sponsor Senator Thomas Pressly, who says the bill creates the crime of coerced criminal abortion by fraud….

Pressly’s bill calls for a sentence of at least five years in prison if a person is found guilty of coerced criminal abortion by means of fraud.
