A state trooper in Monroe has been placed on administrative leave after an of-duty D-W-I arrest early yesterday morning. Officials say 33 year old David Hamm of Rayville voluntarily submitted to a breath test after he crashed his vehicle. Hamm was booked into the Madison Parish Detention Center.
