Wildlife & Fisheries Secretary Jack Montoucet has resigned abruptly, after it came to light he is implicated in a federal kickbacks investigation. Court documents show Montoucet’s signature is on a contract tied to a kickback scheme that has resulted in a conviction for a Youngsville man.
