Authorities have released the identity of the second victim in a brutal double homicide that took place in Covington this week. It is pastoral associate Ruth Prats. Secretary of State Kyle Ardoin is urging voters to vote yes for Constitutional Amendment one on the December10th ballot. A yes vote would prohibit non U-S citizens from voting. Ardoin says there’s only been a few incidents where a non-citizen has voted or attempted to vote in Louisiana…
