After his truck failed to stop on LA 103 and ran into Bayou Teche early Wednesday morning, Troopers say 59-year-old Phillip Gilyard survived the crash but believe he fell victim to the water. Trooper Thomas Gossen says Gilyard was wearing a seatbelt and made a call for help when his truck began to go under, Gossen says some assume it’s safer to not wear a seatbelt when it comes to water.
