State officials broke ground today on a monument to Louisiana African American Veterans in the Veterans Memorial Park at the State Capitol. Florida-based United Property and Casualty Insurance – or UPC – is the latest company to find itself in fiscal trouble, and will stop writing new policies in Louisiana on January 1st. Insurance Commissioner Jim Donelon advises UPC’s 37-thousand customers to seek out new coverage sooner rather than later.
