The state Legislature has approved a major change to Louisiana’s tax laws, which will result in a cut in income taxes in exchange for higher sales taxes. Jeff Palermo has the story…

Early voting is underway in the December 7th election. Everyone across the state will be voting on four constitutional amendments, and there are also a handful of runoffs to be decided, including the race for mayor-president in Baton Rouge. Polls will be closed Sunday, Thanksgiving and the day after Thanksgiving. Early voting ends November 30th.

A prison escapee’s run for freedom comes to an end. 20-year-old Jamarcus Cyprian escaped from the Tangipahoa Parish Jail back on May 16th; and on Wednesday, he was arrested at an apartment complex in Hammond. Tangipahoa Parish Sheriff Gerald Sticker says Cyprian was going to great lengths to change his appearance so that he would not get caught.

Cyprian was serving time for armed robbery.

A Rapides Parish Sheriff’s deputy is recovering after being shot by a patient at a psychiatric treatment facility. It started as a disturbance between the patient and hospital employees. Tommy Carnline with the sheriff’s office says the patient shot a deputy who was trying to de-escalate the situation, and another deputy returned fire, hitting the suspect.

The film tax credit program has been capped at 125-million dollars, down from 150 million. Legislators also voted to repeal the corporate franchise tax. The tax section of Louisiana’s constitution has also been changed, which will require voter approval in March.

Today is the first day of Early voting for the December seventh election. Joel Watson with the Secretary of State’s office says turnout is expected to be low, which would be unfortunate since everyone will have something on their ballot…

Early voting will continue through November 30th, but polls will be closed on Sunday, Thanksgiving Day and next Friday.

As the proposed five-billion-dollar Meta A-I Data Center near Monroe gets closer to final approval, it is receiving some pushback. Sean Richardson reports.

A Rapides Parish Sheriff’s deputy is recovering after being shot by a patient at a psychiatric treatment facility. Tommy Carnline with the sheriff’s office says there was a disturbance between the patient and hospital employees, and the patient started fighting with a deputy who was trying to de-escalate the situation.

Both were taken to hospitals. The deputy was treated and released. The psychiatric patient remains hospitalized

A disturbance at a psychiatric treatment facility led to a Rapides Parish Sheriff’s deputy and a patient being shot. Tommy Carnline with the sheriff’s office says while the deputy was trying to de-escalate the situation, the patient started fighting obtaining the deputy’s weapon and shooting the deputy in the leg. Another deputy then returned fire hitting the patient. They were both taken to hospitals.

The investigation into the incident is still ongoing.

Even though the state sales tax rate will increase from 4.45 percent to five percent for the next five years, most Democrats also supported the tax code overhaul. Lafayette Senator Gerald Boudreaux is the Chairman of the Senate Democratic Caucus

Sticker says Cyprian was traveling out of and back to Louisiana during his six months on the lam.

And Sticker says Cyprian was likely committing several crimes in Dallas during the times he went to that city. It was ten days before jail employees realized that Cyprian was gone, only discovering this after three other inmates escaped. Those three were quickly recaptured.

The cut in income taxes would result in a one-point-three billion dollar annual loss in revenue. The state will get most of that back by raising the state sales tax to five percent. Also getting approved on Friday, charging state and local sales taxes for streaming services and online games.

A prison escapee who was serving time for armed robbery has been recaptured. 20-year-old Jamarcus Cyprian escaped from the Tangipahoa Parish Jail back on May 16th. He was found Wednesday, hiding in a Hammond apartment. Sheriff Gerald Sticker says during his six months on the lam, Cyprian was traveling in and out of Louisiana.

And Sticker says Cyprian was likely committing several crimes in Dallas while he was there.

The Patient was shot, and both were taken to the hospital. Tommy Carnline with the sheriff’s office says this could have ended much worse for everyone involved.

He escaped the Tangipahoa Parish jail 6 months ago but Jamarcus Cyprian is back behind bars. He was discovered Wednesday hiding in a closet in Hammond. He was serving time for armed robbery and Sheriff Gerald Sticker says while out, Cyprian was traveling in and out of Louisiana likely committing crimes in Dallas. He adds, Cyprian was going to great lengths to change his appearance.

On a 38-and-1 to vote the Louisiana Senate approved a bill that would raise the state’s sales tax from 4.45 percent to five percent for the next five years. While the state sales tax will increase, Louisiana residents will see their income taxes go down to a flat three percent and the standard deduction would grow from 45-hundred dollars to 12,500 dollars.

It’s been a rough month for the LSU football program and it got worse yesterday as the nation’s top recruit for next season, quarterback Bryce Underwood, decommitted from the Tigers and will instead play for the Wolverines. Executive Editor of Tiger Rag Todd Horne says Underwood’s move came down to just one thing – money.

LSU’s NIL offer was a reported one-point-five million dollars a year.

On the field, the Tigers will look to snap a three-game losing streak when they host a Vanderbilt team that’s having its best season in years. The Commodores are 6-and-4 overall, 3-and-3 in the SEC.

The Alliance for Affordable Energy has voiced concerns about the Meta data center project near Monroe. Executive Director Logan Burke argues that the facility contradicts the urgent need to transition away from fossil fuels and could impose significant costs on Louisiana ratepayers.

Entergy claims the data center would bring jobs and economic benefits to the region.

Governor Landry had some choice words about the Mid-Barataria Sediment Diversion project. Speaking before the Senate Transportation, Highways and Public Works Committee, Landry said the project would destroy Coastal Louisiana’s culture.

Amanda Moore, the senior director of the gulf program for the National Wildlife Federation, disagrees with Landry’s assertion that the project would destroy the culture of Coastal Louisiana and says without it, communities along the coast would be more vulnerable.

The project broke ground last year but has been stalled by litigation at both the state and federal levels.

There’s a strong belief the tax reform special session will come to an end with lawmakers approving a plan that will lower individual income taxes, but increase the state sales tax from 4.45 percent to five percent for at least five years. Legislators would also repeal the corporate franchise tax.

Governor Jeff Landry says a three-billion dollar coastal restoration project, , would break parts of Louisiana’s culture. Landry appeared before the Senate Transportation Committee expressing concern the Mid-Barataria Sediment Diversion would hurt commercial shrimping and oyster growing in southeast Louisiana.
