The full House is expected to discuss today whether the TOPS scholarship program should be fully funded for next school year, as they address the proposed budget for next fiscal year. Publisher of LaPolitics.com, Jeremy Alford, says he’s spoken with some lawmakers on the Senate side, who are torn on the matter.

Alford says TOPS was not fully funded in the governor’s proposed budget, but it is funded in the modified proposal from the House Appropriations Committee. He expects to see more changes made to HB1 as it moves through the legislature.

Alford says the TOPS funding issue will likely be brought up again before the end of this fiscal year, regardless of what happens to the program in the proposal before the lower chamber today.

Other budget concerns include the Attorney General’s Office requesting its own separate budget, talk of eliminating the Inspector General’s Office completely, and more cuts to the state’s health budget.

Senate approved legislation that would give patients direct access to a physical therapist rather than getting a doctor’s referral first now moves to the full House. Family physician and occupational medicine specialist Dr. Robert Rush is in favor of the legislation and says many people in the orthopedic field are stuck in the past. Rush says direct access to a physical therapist is a time and money saver.

President of the American Physical Therapy Association Sharon Dunn says early therapy with an episode of pain reduces costs up to 60-percent. She says it’s time for Louisiana citizens to have the right to choose physical therapy first.

Orthopedic surgeon Dr. Doug Bostick spoke in opposition to the legislation because he believes the bill threatens patient safety and medical care. He says providing treatment without a medical diagnosis can be dangerous leading to inappropriate care.

Lafayette Orthopedic surgeon Dr. Scott Yurger says physical therapists are not part of the diagnostic team and never have been. He says many people in Louisiana can’t afford to pay for physical therapy…

The Senate approved measure that would require private employers to pay men and women the same for equal work is scheduled to be heard today in the House Labor Committee today. A woman in Louisiana makes an average 66 cents on the dollar compared to men. Tulane Business Professor Mark Rosa says hardly anyone would argue against men and women earning equal pay, but it’s not that simple:

Rosa says what he’s seen in most businesses is that women tend to shoulder more of the care for home life, which is where he thinks most of the pay disparity comes from. He says women seem to be away from the workplace more than men due to things beyond her control such as maternity leave or caring for a relative…:

Critics of the equal pay bill feel it would expose small businesses to more lawsuits, and make their establishments more vulnerable to competition if their pay and benefits packages were made public. If this law passes Rosa says it would likely mean an outside entity, such as an auditor, would have to be involved in employee pay…:

After a lengthy debate, the House approved a measure to expand the list of conditions medical marijuana can be used to treat. New Orleans Representative Helena Moreno supports the proposal. She says there are families with sick children in Louisiana who need this medication. Moreno says there would still be strict limitations surrounding medical cannabis.

But Bossier City Representative Mike Johnson opposes the legislation. He says he wants to help these kids, but he doesn’t want to give more people in Louisiana access to this schedule I narcotic.

Johnson says many medical professionals do not support this kind of legislation. He quoted the American Epilepsy Society, saying medical cannabis can actually make some conditions worse.

Johnson also says there are FDA-approved drugs that treat some of the diseases in the proposal. But Moreno says just because a drug is approved by the FDA, doesn’t make it the best option.

Rebekah Gee says the House budget committee shifted dollars away from DHH and this could lead to multiple hospital closures and would eliminate jobs that inspect potentially unsafe facilities. She says DHH has over 230 million dollars in unmet needs.

A Houma man is facing animal cruelty charges after he allegedly shot and killed his neighbor’s pit bull. Sgt. Travis Theriot says 60-year-old Karl Kohman shot the 2-year-old dog after the K-9 bit his son.

Police say a child was killed in Ruston this morning after being struck by her mother’s vehicle as she was dropping her child off at school. Ruston Police Deputy Chief Clint Williams says when first responders arrived, they made a heartbreaking discovery.

The House has given final legislative passage to a bill that extends the waiting period for an abortion from 24 to 72 hours. The measure was unanimously approved and heads to Governor Edwards’ desk to be signed into law. Six other states have similar legislation, and it’s the longest waiting period in the country.

The LSU Baseball team and Notre Dame are playing a doubleheader today in South Bend, after last night’s game was postponed by rain. Game One started at 2 PM and it’s still going on as the contest went into extra innings in a scoreless tie. John Valek started game one for the Tigers and pitched well. The senior left-hander pitched four plus innings and struck out five. Riley Smith is expected to start game two for the Tigers.

In other action tonight…Louisiana Tech hosts Northwestern State. The Bulldogs blanked the Demons six to nothing last night. Tech has won five in a row. Northwestern is looking to end a two-game losing streak.

The 21st Ragin Cajuns begin a five-game road trip as they visit Houston. UL Lafayette is 6-6 in midweek games this year. Nicholls has never lost to Alcorn and those two schools meet on the baseball diamond in Thibodaux. Also McNeese is at Baylor.

The LSU Softball team scored three runs in the 7th inning to beat Texas A-and-M 5-4 in the first round of the SEC Tournament. The victory moves the Bayou Bengals into the quarterfinals, where they’ll play Kentucky at 1:30 on Thursday. The Wildcats swept the Tigers during the regular season.

In the Sun Belt Tournament….UL Lafayette had a bye today, but ULM defeated Georgia Southern two to one. The Warhawks scored both of their runs in the first inning.

The state baseball tournament begins tomorrow in Sulphur as semi-final action takes place in Class C, Class B and in Four-A. In Four-A…it’s Teurlings Catholic versus district rival Breaux Bridge and the other semi has 3rd seeded West Ouachita taking on second-seeded St. Michael.

The Saints have signed second round pick Vonn Bell, who is a safety out of Ohio State. Bell is expected to receive a signing bonus around one-million dollars and his four-year contract is worth nearly four million dollars. The team’s only draft pick that has yet to sign is defensive tackle David Onyemata, who was selected in the fourth round.

The former children’s TV host Mr. Wonder is going to be escorted Thursday on his flight from California back to Louisiana where he’s facing charges stemming from allegations that he sexually abused children during a camping trip in 1979. 76-year-old Frank John Selas III was indicted in February on two counts of aggravated ramp and other charges. Selas hosted the TV show in Monroe in the 70s, and fled the state after parents complained he was abusing their children on the field trip.

A St. Landry Parish man is facing several charges after cops say he tried to set his own house on fire in a fit of rage. The Sheriff’s Office says when deputies arrived, they located 34-year-old Eugene Chambers of Eunice pouring gasoline on the residence and threatening officers with a metal pipe. A victim stated she and six children, between the ages of 2 and 13, were forced outside and that Chambers also dumped gasoline on her. He is charged with Attempted Aggravated Arson, Aggravated Assault and Resisting an Officer.

More layoffs are coming to the state. The Louisiana Workforce Commission said today Martin Mills announced the permanent closure of its Vidalia Distribution Center, which would result in 167 employees losing their jobs starting July 10th. LWC says their Rapid Response team will conduct orientation sessions for affected workers in two weeks.

Keith was arrested after a female student told authorities she had sex with the 30-year-old and conceived his son when she was 15.

It’s every parents worst nightmare, says the Ruston Police Department, as a mother ran over her child during morning carpool at the New Living Word Church. Cops say as the mother was pulling into the parking lot, the child opened the door while the vehicle was still in motion, then fell under the wheel of the SUV. The child was pronounced dead by the Lincoln Parish Coroners Office.

The Raise the Age bill was sent to the House floor today for final legislative approval. The measure by New Orleans Senator JP Morrell would prosecute 17-year-olds in the juvenile justice system instead of as an adult. The idea cleared the Senate with strong support and there was no objection today in the House Criminal Justice Committee.
