1730 Newscast April 27 *Legislative Update*

A bill to provide parole eligibility for juveniles convicted of murder has been approved by the state Senate. Baton Rouge Senator Dan Claitor’s measure calls for parole after 25 years. He says that would apply to a handful of jailed offenders..:

Claitor says his proposal would bring Louisiana in line with a Supreme Court decision that prohibits juvenile offenders from receiving life sentences without parole.

A House panel approved two bills that would expand who is covered under domestic violence laws. One measure by New Orleans Representative Helena Moreno would include couples who are dating. She says currently the laws only apply to couples who are living together or married.

The other measure headed to the full House would include same sex couples.

D+ is the grade Louisiana gets on its roads, bridges and drinking water on a report card by the American Society of Civil Engineers. Executive Director of the project, Dr. Kam Movassaghi (Mo-vuh-sah-gee) says there are several bills filed for the session that could help address these problems, but that means getting the legislature to shell out more money:

There is a bill to increase the state gasoline tax by as much as 17-cents.

The House overwhelmingly approved a measure to allow children to bring sunscreen to school and apply it themselves, or parents could designate someone at the school to help. The lone dissenting vote came from Baton Rouge Representative Patricia Smith, who raised concerns about teachers putting lotion on students.

The measure was approved on a 99-1 vote and now heads to the Senate.

Tonight is the first round of the NFL draft and 10 former LSU players could be drafted over the next three days, which would break the previous school record, which is nine set in 2014. Miami holds the NFL draft record with 11 selections in 2002. Ex-Tiger Jamal Adams will become the highest ever picked safety, if he’s a top four pick. Draft analyst Mike Detillier believes it could happen…

The Saints have two picks in the first round the 11th and 32nd. ESPN’s Todd McShay’s mock draft has New Orleans selecting Missouri linebacker Charles Harris with the 11th pick and Texas Tech quarterback Patrick Mahomes with the 32nd pick.

Speculation is growing the U.S. Department of Justice is close to announcing whether civil rights charges will be handed down against the two Baton Rouge Police officers who were involved in last summer’s fatal shooting of Alton Sterling. John Delgado is a lobbyist for the Baton Rouge Union of Police and he told two media outlets that people close to the situation say a decision will be announced on or before next Tuesday.

U.S. Senator Bill Cassidy is confident Congress can approve a tax reform package, because President Donald Trump is committed to the effort. Cassidy says there hasn’t been a significant tax reform since the Reagan administration. He says although it took a while to pass, President Reagan was thoroughly engaged, just as Trump is.

The former Destrehan High School teacher who allegedly had sex with a 16-year-old student isn’t out of the woods yet. Shelley Dufrense was found not guilty of carnal knowledge of a juvenile in Jefferson Parish, but the teen’s family has a civil suit pending in St. Charles Parish against the 34-year-old….:

Dufrense pleaded guilty to an obscencity charge in St. Charles Parish in 2015 for having a sexual relationship with a 16-year-old student and legal analyst Tim Meche says that plea deal could hurt her in the civil case…..

Jury deliberations have begun in Bienville Parish in the murder of a Webster Parish Sheriff’s deputy. Andrew Critton is facing life in prison for the death of 69-year-old Sulyn Prince, who prosecutors say was buried in a shallow grave after Critton used a fire extinguisher to bludgeoned her in the head. A second person also faces murder charges in the case and his trial will be held at a later date.

The measure would provide parole eligibility after 25 years for juveniles who received life sentences after June 25, 2012.

Authorities in Webster Parish have raided three alleged dogfighting rings and rescued over 30 dogs. Anna Ware is with an Altanta based group called Norred and Associates and they investigate animal cruelty cases. She says they received a report on their anonymous dogfighting tip line about an operation in North Louisiana so they contacted the Sheriff’s Office to investigate.

Deputies originally arrested Randall Tims and Morgan Jones in Dubberly during the first raid, which then led to the arrests of Ketrick Frazier in Minden and Laracco Batton. Ware says the rescued dogs have never seen veterinary care in their lives. She says two animals died due to malnutrition.

Ware says it’s unbelievable that any human could treat an innocent animal like this. She says all of the dogs were living in horrible conditions.

Shelley Dufrense was found not guilty of carnal knowledge of a juvenile in Jefferson Parish, but the victim’s family has a civil suit pending in St. Charles Parish against the 34-year-old. Legal analyst Tim Meche says Wednesday’s verdict shouldn’t affect the outcome of the civil suit.

Dufrense pleaded guilty to an obscenity charge in St. Charles Parish in 2015 and is not required to register as a sex offender. But Meche says that plea deal could hurt her in the civil suit.

Three judges in the 29th Judicial District in St. Charles Parish have recused themselves from the civil suit because one of them is Dufrense’s father. Meche says the not guilty verdict in Jefferson Parish won’t help Dufrense much in the civil suit.

US Senator Bill Cassidy says President Donald Trump’s tax reform plan will simplify the tax code, create jobs and incentivize investment and growth. Cassidy says he likes that Trump is engaged and following through with his campaign promises.

Part of the president’s plan would double the exemptions for families and small businesses would receive a tax cut. While there is some concern this tax structure would benefit the wealthy, Cassidy says this incentivizes business owners to put that money back into their company to create better jobs.

Cassidy says there hasn’t been a significant tax reform since 1986, with President Ronald Reagan. He says although it took a while to pass, Reagan was thoroughly engaged, just as Trump is.

A Jefferson Parish judge found former Destrehan High teacher Shelley Dufresne not guilty on charges of unlawful carnal knowledge of a juvenile for allegedly having sex with a then 16-year-old student. Before announcing her decision, Judge Danyelle Taylor said that while there’s no doubt Dufresne’s behavior was reprehensible, the teenager’s testimony was not believable. This means the 34 year old does not have to register as a sex offender.
