The drawing for Saturday’s Powerball Jackpot hits an all-time high at $1.6 billion, with a cash value of $782-million. Louisiana Lottery Spokesperson Dustin Annison says the current multi-state Powerball Jackpot has been growing since August 6th

Lotto fever has definitely afflicted players in Louisiana, Annison says since the beginning of August Powerball ticket sales in the Bayou State through Thursday night are over $25-point-five million.

Today, Louisiana State Police graduated its first accelerated cadet class, which includes only former law enforcement officers. Sgt. Monroe Dillon says it’s a big day for State Police.

Dillon says this class of 23 will bring LSP up to approximately 950 troopers. He says each regional troop will get two or three new troopers from this class.

Dillon says the agency is still about 250 troopers below full strength. But he says having more troopers who have experience will help ease the shortage.

He says 65 cadets have enrolled in the next class in February, and it will be a traditional class of cadets without law enforcement experience.

Northwest and north central Louisiana are under an enhanced risk for severe weather tonight and into the overnight hours. Matt Hemingway with the National Weather Service in Shreveport says a strong cold front will collide with warm air to create severe thunderstorms…

Hemingway says there’s a medium-high chance for tornadoes tonight for the Shreveport, Natchitoches, and Ruston areas. He says straight-line winds of up to 80 miles per hour and hail as large as golf balls are possible…

Northeast, central and southwest Louisiana are under a slight risk for severe weather starting late tonight and into Saturday morning. The main concern will be damaging wind gusts and hail and an isolated risk of tornadoes.

There are six college football games in Louisiana on Saturday, with the big one taking place at 6 PM in Tiger Stadium between LSU and Bama. State Climatologist Barry Keim says most of the severe stuff should be done early afternoon…

The top-ten matchup between LSU and Alabama this Saturday is a hot ticket if you want to get into Death Valley. With the SEC West on the line, fans of both schools are trying to be there for the unofficial semifinal. StubHub supply manager Ray Clark says demand has really increased over the last week…

There is some alarm at the news the Federal Reserve has raised the prime lending rate by three-quarters of a percent, but a Baton Rouge realty pro says homebuyers shouldn’t panic. Louisiana REALTORS trade association CEO Norman Morris advises potential buyers to not let such news put off plans to buy property…:

Morris says despite the fed increase, mortgage rates are – on average – a bit lower than they were two weeks ago. He says one can still get into a home at around 6 & ½ to 7 percent interest, which he says is still vastly less than the double-digit mortgage rates of just 34 years ago. Morris reminds potential buyers one can always adjust their mortgage rate later…:

A federal judge has ruled conditions at the David Wade Correctional in Claiborne Parish are so severe they violate the constitutional rights of men housed in solitary confinement. Melanie Bray’s Disability rights group brought the suit on behalf of a group of inmates. She says in one instance the staff poked fun at a mentally ill inmate.

The prison is located in Homer, Louisiana.

Bray says the court found conditions in the prison’s South Compound solitary wing served as a repository for the mentally ill.

Despite the ruling, Bray says conditions at the prison are not expected to improve immediately.

She says the next phase of the trial will be the remedy phase in January, where both sides will present experts.

A new study from the LSU AgCenter finds that feral hogs cost Louisiana farmers 91-million dollars annually. LSU AgCenter animal scientist Glen Gentry says in 2015 the annual damage figure was 74-million dollars…

The Louisiana Department of Wildlife and Fisheries estimates nearly one-million feral hogs live in the state. Gentry says annual production losses were greatest for sugarcane, rice, corn, hay and soybeans…

The losses ranged from seven-million dollars for the timber industry and nearly 15-million dollars for sugarcane.

Gentry says feral swine generally prefer to stay away from humans, but their rapidly expanding population and constant search for food sources is causing increasing interactions with farmers and foresters….

Gentry says it’s estimated that about 70 to 75 percent of the population must be harvested to control the feral swine numbers, but in Louisiana, hunters kill less than half of the population so it continues to grow.

The Louisiana Department of Children and Family Services celebrated National Adoption Day this afternoon with its first in person celebration since the height of the COVID-19 pandemic. The event at the Governor’s Mansion celebrated families who adopted 700 children and youth from foster care during the past year. Dr. Marketa Garner Walters is DCFS secretary.

Young adults who are already in the foster care system can elect to stay until they are 21 and get state help with education and job training. She says several hundred young adults are in the new program, which is only three years old.  Walters says 55 young people between the ages of 13 and 17 were adopted from foster care during the past year.

Walters says the hardest groups to adopt are older children and sibling groups.  But she  says 269 siblings were adopted by 122 families over the course of the past year.

Two former candidates for governor, Eddie Rispone and Ralph Abraham are urging fellow republicans to support Jeff Landry’s campaign for governor in 2023; a move that is irking other republicans considering entering the race. LSU-Shreveport political science professor Jeff Sadow says it’s certainly a divisive political move on Rispone’s part…:

Rispone told GOP activists this week he’s supporting the Attorney General, and he wants fellow republicans to break tradition and get behind one candidate – his candidate – ahead of the 2023 general election. Rispone’s backing of Landry rankles other potential GOP candidates like state Treasurer John Schroder and Lt. The CEO of Gulf Wind Technology in Avondale says the Gulf of Mexico has the potential to create one of the world’s largest markets for clean energy produced by wind farms. The federal government has selected the first two areas for offshore wind development in the Gulf. James Martin says the Gulf is an ideal location.

His company is located at Avondale,  which was home of Avondale shipyards, once one of the largest shipbuilders in the world. It closed in 2014, but he says it’s facilities could be used to build huge wind turbines. He also says the oil and gas industry should not see new clean energy companies as competition.

As to whether or not wind farms can survive hurricanes, Martin points out that thousands of oil rigs in the gulf have survived named storms and taken direct hits.

Voters have eight constitutional amendments to decide on the November 8th ballot. Amendment #6 could be a source of some confusion as it pertains only to property owners in one parish; Orleans. Public Affairs Research Council president Steven Procopio says it has to be voted on statewide because it is a proposed change to the Constitution. He says it places a 10-percent cap on how much Orleans residents’ property assessments can go up in a single year…:

Procopio says voting YES on Amendment 6 will agree to give Orleans property owners a cushion against any drastic tax hikes…:

Louisiana state officials report all is going well with juvenile offenders transferred last month to a new facility on the grounds of Angola State Prison. Assistant Secretary of Juvenile Justice Curtis Nelson says the facility is named the West Feliciana Center for Youth and is actually separate and secure from Angola’s adult population…:

Nelson says the WFCY facility sits about a mile from any building housing adult prisoners at Angola. He says there have been no incidents of violence or unrest in the two weeks since it opened. He says inmates are safe and secure…:

The eight inmates at West Feliciana Center for Youth are from facilities in St. Martinville and Monroe. The Louisiana Department of Wildlife and Fisheries confirms cases of Highly Pathogenic Avian Influenza Flu (HPAI) in waterfowl. State Wildlife veterinarian Jim LaCour says it’s alarming because this highly contagious form of bird flu can be transmitted to other species.

LaCour says bird flu can have a huge economic impact when chickens have to be destroyed.

The CDC says bird flu posed minimal dangers to hunters, but LaCour recommends taking extra precautions as you do with any raw meat.

And he advised not to feed any other animals’ waterfowl because bird flu can be passed on to them and not to leave a carcass out in the wild. Bag it up and take it to a landfill.

Bird flu cases have been detected among blue-winged teal ducks in southwest Louisiana and among captive birds in Monroe at the Louisiana Purchase Gardens and Zoo.

If you come across any unexplained mortality among birds, LaCour asks that you contact LWDF.

If you are a hunter who also has poultry LaCour recommends being extra cautious and to change out of your hunting clothes before interacting with them. Pathogens from bird flu can remain in water and soil for a prolonged period.

The Baton Rouge hiker who was last seen on Thursday was found alive yesterday at Buffalo National River in Arkansas. Park spokesperson Cassie Branstetter says 67-year-old Preston Smith was found uninjured about two and a half miles from the trail he was originally hiking.

Within the 98-thousand acres of Buffalo National River, Branstetter says it’s not the first time they’ve had to search for a lost hiker.

Branstetter says four days however is among the longest searches they’ve performed. Even though the area where he was found had already been searched, Smith kept hiking to find his way out. And when asked if he knew people were looking for him, Branstetter says…

Smith began a six-mile hike along the Hemmed-in-Hollow trail by himself on October 27th and was located shortly after noon on Tuesday.

Experts say the record low Mississippi River levels, which have revealed some interesting finds, are taking a big toll on the economy. Clint Wilson is the director of the LSU Center for River Studies. He says the impact is being felt from Illinois to the Gulf of Mexico. For one thing, he says barges can’t carry full loads.

Wilson says this is having a tremendous impact on the nation’s agricultural community since more than 60 percent of US agricultural exports come down the river on barges. The river south of Baton Rouge is much deeper, but the lower barge traffic is hurting the businesses that service the ports.

Apple has updated its latest operating system to 16.1 and Haggai Davis, Customer Success Manager at General Informatics says they never recommend someone go to a full upgrade for example from 15 to version 16, he advises waiting for the first update of a new version before you download it.

Baehr says the Biden Administration cites the COVID pandemic as the emergency to grant student loan debt forgiveness for civilians.

And while those who would benefit from the debt forgiveness don’t want to see a lawsuit filed, Baehr says they are challenging the process the Biden Administration used to cancel the debt not the act of forgiveness itself.

He says a number of lawsuits have been filed by different people over student loan debt forgiveness on the grounds of a variety of theories.

Governor John Bel Edwards will hold a series of events this week to mark the five-year anniversary of bipartisan criminal justice reforms becoming law. The governor’s communications director Lauren Leist says the state’s recidivism rate has fallen 26-percent in the last five years.

Early Voting for the November 8th election ends tomorrow, and – in addition to state and local races – voters face 8 proposed constitutional amendments to decide. Today, a look at Amendment 8. Public Affairs Research Council (PAR) President Steven Procopio says C.A. 8 would freeze the property value assessment for disabled persons. He says the state already does this for the elderly and others…:

Voting YES on C.A. 8 would remove the requirement that permanently disabled homeowners recertify their income every year in order to get a property tax freeze. Their property value may rise, but their tax assessment would not. Persons 65 and older currently enjoy this exemption. Procopio says there are reasons why one may want to vote NO…:

The Saints finally put it all together on Sunday and it resulted in a 24-0 win over the Las Vegas Raiders. New Orleans running back Alvin Kamara had three touchdowns, two receiving and one rushing after urging his teammates to play with more swagger after losing to Arizona in their last game….

The US Coast Guard is providing more  details on the dramatic Wednesday night rescue of two helicopter crew members from the Gulf of Mexico. The Coast Guard says they were among the three people on a helicopter that went down about 40 miles from Morgan City. Lt Commander Sean Di George says they put out a call for help from any boats that might be in the area.

He said the oil rig crew boat Captain Ron found two severely injured crewmembers clinging to a life raft and pulled them from the water. A third was found deceased in the cockpit of the sunken helicopter. Then a Coast Guard Jayhawk helicopter sent a medical team to evaluate the two men.

He said the nighttime Search and Rescue operation was unusually challenging. The Jayhawk was in the middle of a training operation when it was diverted to the rescue and was low on fuel. He said they had to make decisions without as much information as they’d like.

The names of the rescued crew members were not released. They are reported to be in critical condition.

While Halloween is generally a fun holiday for both children and adults, it has the potential to be extremely dangerous for pets. President of the Louisiana Humane Society Jeff Dorson says to place candy out of the reach of pets, especially chocolate which can be toxic to dogs.

And it’s not just chocolate, Dorson says while the kids tend to get hyped up on sugar in general it’s harmful to your pets and he suggests that you keep pets out of the same room while your trick-or-treaters sort their candy.

And now is a good time to make sure your pet’s ID tag is up-to-date, and they are wearing them in case they escape while you are passing out candy. Dorson suggests keeping your pets inside in a secure location due to out-of-the-norm noises on Halloween and other possible dangers.

And you might want to take your dog out for a long walk before the trick-or-treating begins so they’ll be tired and more likely to rest during the night.

The Lafourche Parish Sheriff’s office announces the arrest of 18 year old Blayne  Terrebonne of Larose in connection with the suspected drug overdose death of a 15 year old girl and the hospitalization of a 16 year old boy. Both are from Galliano. Captain Brennan Matherne says it’s a tragic situation…

Matherne says that within a few minutes of releasing Terrebonne’s name and photo to the public investigators received information that led to his arrest.

A Louisiana legend has passed away. Ferriday native Jerry Lee Lewis died today at the age of 87 at his Mississippi home south of Memphis. Baton Rouge Attorney Jim Brown knew Lewis from his days in Ferriday and says the piano player who called himself Killer had audiences dancing when he came on the scene in the 1950s…

Lewis won three Grammys. His popularity took a major hit in the late 1950s once it was learned he married his 13-year-old cousin and Lewis was still married to his first wife. But Brown calls Lewis a survivor who re-made himself as a country music star…

A new study from Tulane University says a low-carb diet can cut dangerous blood sugar levels in those with pre-diabetes or mild diabetes.

Kirsten Dorans, assistant professor of epidemiology, says the results are the first indication that people who are not already being treated with medications that lower blood sugar can benefit from a low-carb diet alone.

The study involved 150 adults in the New Orleans area who were either pre-diabetic or had relatively mild cases of diabetes.

She says experts already knew that medication helped lower blood sugar.

The people who participated in the study were divided into two groups. One group stuck to their usual diet. The other went on a low-carb diet for six months. . Dorans says those on the low-carb diet had other health benefits.

The American Diabetes Association says about half a million adults in Louisiana have been diagnosed with Diabetes, and 1.2 million people here have pre-diabetes, with blood glucose levels that are higher than normal but not yet high enough to be full-blown diabetes

Today is National Black Cat Day, a day to recognize this unique feline and bring about awareness especially just before Halloween that a black cat is neither evil nor unlucky. Isabell Haas with the Louisiana SPCA says sadly this time of year incidents of cruelty among black cats increase due to misconceptions about them.

Black cats and black dogs are known to have the lowest shelter adoption rates and because of the myth that black cats are evil, Haas says some shelters even choose not to make them available for adoption in October to prevent cruelty among black felines.

Haas says black cats shouldn’t be overlooked because they are just as loving and sweet as any other cat. In other countries for example Ireland where Halloween originated a black cat is considered good luck.

After a three-year delay, the state and several south Louisiana parishes have finalized a 100-million dollar legal settlement with Freeport-McMoRan over damages the mining company did to the coast.  Attorney John Carmouche represents six of the coastal parishes involved in the suit…

This is one of dozens of lawsuits seeking monetary damages against oil and gas companies over damage to coastal wetlands. A federal court has determined such cases should be heard in state court. Carmouche expects other oil companies will seek to settle…

Several parish leaders like Lafourche President Archie Chaisson and Terrebonne president Gordon Dove oppose the lawsuits. Dove called the settlement a money grab by trial lawyers and has praised the oil and gas industry for providing good paying jobs.

A new program from the LSU AgCenter Flavors of Health nutrition initiative encourages people to use herbs and spices instead of salt because it is a healthier option.

AgCenter nutrition specialist and registered dietitian Elizabeth Gollub (Gull-ub) says salt has a lot of sodium which is associated with high blood pressure.

Gollub says the AgCenter has started a new program called “A Taste of Herbs and Spices.” She says nutrition agents will work with community partners to distribute flyers about a different herb or spice each month

Shreveport Republican Representative Alan Seabaugh plans to file legislation to create the Louisiana Violent Crime Task Force to study the dramatic rise in violent crime and the best way lawmakers can address the issue.

Seabaugh believes the 2017 criminal justice reforms, also referred to as the Justice Reinvestment Act which resulted in the state’s prison population being reduced is a contributing factor to the increase in crime.

As for support for the creation of a task force, Seabaugh says he’s received positive feedback, especially from law enforcement.

Seabaugh plans to introduce the Violent Crime Task Force legislation in April.

Saints Head Coach Dennis Allen announced yesterday that veteran quarterback Andy Dalton will continue to be the team’s starting quarterback moving forward. Week one starter Jameis Winston exited earlier this year after struggles with a nagging back injury suffered in week two but has now made his return to play. Even with his recovery Allen and the coaching staff said they made a performance-based decision to stick with Dalton indefinitely. Saints analyst Mike Detillier says the coaching staff has confidence in Dalton’s ability to run the offense efficiently…

After a slow start to the season, Dalton helped to improve the Saints’ offense to third-best in the NFL with 398 yards per game.
