A bill to allow grocery and liquor stores to delivery alcohol is on its way to the house floor.  If advanced into law, stores would be able to hire its own drivers, not independent contractors, to make deliveries as long as the product comes in a factory sealed bottle and the recipient does not live on a college campus.  They would also be allowed to deny service to clients who have had too much to drink already.

 

 

 

 

The Louisiana House has approved legislation that would allow medical marijuana patients to use an inhaler to deliver the therapeutic cannabis into their system. Baton Rouge Representative Ted James says the proposal would also allow doctors who live out of state to prescribe medical marijuana to Louisiana patients…

A proposal to create a statewide animal abuser registry is scheduled to be heard in the House Ag committee today.  The registry would be similar to the sex offender database.  Humane Society of Louisiana Director Jeff Dorson says the effort has his organization’s approval.

Amite Representative Robby Carter proposed the bill.  Dorson says it would help a group like the Humane Society who often works cases with repeat offender and adds the bill bans animal ownership for anyone who appears on the registry in two different tiers.

Dorson says similar registries are being built in other states.

Louisiana set new highs for Class of 18’ class size, number of students receiving TOPS, and is now above the national average in African American graduation rate according to the Louisiana Department of Education.

White says it’s a record setting year, with the highest graduation rate in state history as 81.4 percent of students obtained a four-year-graduation rate.

40,124 students graduated in the 2018 class.

Superintendent of Education John White says it’s still far from perfect, but the 78 percent four-year-graduation rate for African Americans is worth celebrating…

76 percent of economically disadvantaged students graduated in four years, along with 60 percent of disabled students, both a year-to-year increase.

Over 50 percent of the graduating class qualified for TOPS, and White says that comes out to 5,000 more kids getting the scholarship assistance than received it in 2012, giving Louisiana students access to vital higher education.

A bill introduced by Belle Chase Republican Chris Leopold is on its way to the House floor that would allow grocery and liquor stores to deliver alcohol so long as the product arrives in a factory sealed bottle and the recipient does not live on a college campus. The person making the delivery would have to be a store employee certified by ATC to verify the recipient’s age. Ashy says that is one of many safe guards put into effect.

The employee making the delivery would also have the authority to determine if someone is already too drunk to be served. Senator Karen Carter Peterson asked about the chance of enabling an addiction.

The Senate passes a 3.8 billion dollar funding formula for public education that includes a 1,000 dollar teacher pay raise, a 500 dollar support personnel pay raise, and a 39 million dollar block grant to school districts.

Winnfield Senator Gerald Long says it’s important this proposal passes, because it’s a statement of intent that Louisiana understands how important education is.

The House passed a 1,200 dollar teacher pay raise, but is resisting the 39 million dollar education funding increase in favor of more money for early childhood education. Appel says Louisiana has the highest per pupil spending of any southern state.

New Orleans Senator JP Morrell hit back at that argument, saying there’s not reason why the Legislature cannot address both adequate funding for schools, higher teacher salaries, and early childhood education credits.

The Louisiana Department of Transportation broke ground on the I-20/I-220 Barksdale Air Force Base Interchange project in Bossier City today. Governor John Bel Edwards says since January 2016, the state has invested over $2.2 billion in transportation around the state, with over $239 million going towards infrastructure projects in Northwest Louisiana.

President Trump announced on his visit to Louisiana yesterday that a new I-10 bridge was coming to the Lake Charles area if he is reelected.  DOTD Secretary Shawn Wilson says the President’s commitment for such a large project came as a surprise.

The measure heads to the full House for final legislative passage. Opelousas Representative Dustin Miller says if legislators vote for this pro-life measure, they should also support legislation that guarantees a child quality health care and education

The New Orleans Pelicans have won the NBA draft lottery and will receive the first draft pick.  In the hours since the news broke, over 2500 season tickets have been sold for the upcoming season.  Duke Forward Zion Williamson is widely considered the most promising prospect to enter the NBA draft since Lebron James.

 

 

 

 

 

A bill setting the minimum age for marriage in Louisiana to 18 cleared a Senate committee.  Tigers Against Trafficking Vice President Claire Stagg says a nonprofit called Unchained At Last documented cases of children being married to adults in rural areas of the state, with their parents permission. She says that’s unacceptable.

Today marks the deadline for Louisiana taxpayers to file their 2018 state income tax return.   If a taxpayer needs more time to prepare and file the paper work, Louisiana Department of Revenue spokesperson Byron Henderson says an extension needs to be filed today. Henderson adds so far this year has been a smooth tax filing season with no major issues.

A New Orleans farmer enters the race for agriculture commissioner.  Marguerite “Margee” Green is running as a Democrat.  Green says she’s running because she realized that the barriers for small and midsize farmers to being successful were becoming untenable.

Green is an LSU graduate and has been farming professionally for just over ten years.  When it comes to the topic of medical cannabis, Green says the current administration has been very limiting by throwing up lots of red tape, adding it hurts those that want the product as well as the farmers who could benefit from it.

When it comes to the topic of climate change, Green says significant changes need to be made and she doesn’t think that the state has the time to have another administration sleep on the issues related to agriculture industry.

Green becomes the second Democrat to challenge current Ag Commission Mike Strain.  Natchitoches Parish farmer Charlie Greer is also running for the position.

Legislation allowing medical marijuana patients access to an inhale-able form of the treatment passes 73-3 on the House floor, and is headed to the Senate.

Bill author Ted James used his time to remind lawmakers, and constituents that this bill does not legalize smoking medical marijuana for those who get a prescription…

James says patient groups, veterans in particular, came to him and asked for the expanded option for treatment. He says particularly for people suffering an acute episode, the fast acting relief from an inhaler can be lifesaving…

The proposal included a separate piece of policy that would allow doctors who live out of state to be licensed to prescribe medical marijuana, as long as they’re credentialed with the right agencies.
