The state House rejects the Senate’s changes to the cigarette tax bill on a 81-15 vote sending the legislation to conference committee where both sides can hash it out. The Senate wanted the cigarette tax to be up with the Southern Regional Average of $1.08 but the House wanted to keep the increase at 32 cents lifting Louisiana’s tax to 68 cents per pack. It was unlikely the House would go along with the higher increase.

The Alexandria Police Department says a man is under arrest on murder charges accused of killing someone at a tattoo shop. Spokesman Lt. Bruce Fairbanks says they responded to the Sacred Art tattoo shop monday afternoon and located the victim who’d been shot and was unresponsive…:

Fairbanks says 43-year-old Daymein Boyd was arrested and charged with second degree murder. He believes the motive for the shooting was a fight between the two men.

According to a report from Fuelfix.com, gas prices won’t go any higher this year and motorists will enjoy the lowest gas prices in years for the summer. The current statewide average stands at $2.53 a gallon.

Widespread flooding in Northwest Louisiana continues as the Red River finally hits it crest at 37 feet where it is expected to remain today. CS Ross, hydrologist with the National Weather Service in Shreveport says they predict the water will finally start to go down a bit by tonight…:

He says they are expecting small rain chances this week but nothing that will affect the River basin as they don’t expect it will crest again in Shreveport.

Sterlington Police say a man is in the Ouachita Correctional Center after allegeldy severely burning his pregnant girlfriend during a fight over bills, causing second and third degree burns and resulting in the loss of her pregnancy. 23-year-old Darren Lambert is charged with aggravated domestic abuse involving burning. The man is accused of pouring rubbing alcohol on the victim then lighting her on fire with a cigarette.

The state’s Attorney General’s Office has filed a notice of appeal with the 5th Circuit Court of Appeals.

As expected, the State House has decided not to agree to the Senate amendment on the cigarette tax bill which would raise it to $1.08 a pack — matching the Southern Regional average. Lawmakers in the lower chamber are more comfortable with raising the tax 32 cents to 68 cents a pack. The bill now heads to a conference committee.

A measure which would reduce pot sentences in Louisiana is headed to Governor Jindal’s desk. The measure would drastically reduce penalties for those busted with 14 grams of pot or less. Metairie Representative JOe Lopinto says we have some of the harshest marijuana penalties in the country and this is a smart bill that cleans up the books…:

In Baton Rouge a federal judge has ordered the release of the remaining imprisoned member of the Angola 3. 68-year-old Albert Woodfox has been at the Louisiana State Penitentiary and other state prisons for more than 40 years for his apparent involvement with the murder of a prison guard. The state is in the process of appealing the ruling.

It looks as if Lafayette Congressman Charles Boustany is considering a run for the US Senate if Senator David Vitter is elected governor this year. Eric Gill reports…:

Sterlington Police say a man is under arrest accused of setting his pregnant girlfriend on fire. Authorities say 23-year-old Darren Lambert and his girlfriend were having an argument over paying bills. At some point it is alleged that Lambert threw rubbing alcohol on her and lit it on fire. Court reports show doctors told the victim, who was 9 weeks pregnant, she lost the baby due to the stress of the abuse. Lambert is currently facing aggravated domestic abuse charges.

A higher education tax credit that provides an offset to revenue generating bills, receives a cold shoulder from House members. Critics say the SAVE Act is complicated and is only offered so Governor Jindal doesn’t break his no-new-taxes pledge. New Orleans Representative Jeff Arnold says there are other bills that could provide the offset needed for Jindal to keep his pledge…

The National Weather Service says the Red River in Shreveport has crested right at 37 feet and is expected to remain at that level today. Caddo Parish authorities say approximately 300 structures and 36 roads have been affected by floodwaters. Officials say levees are holding with four to five feet between the top of the river and the top of the levee system.

The Sun Belt announced that UL Lafayette’s home game against Northwestern State and ULM’s contest against Nicholls State will be televised by ESPN Three. Both games are set to be played on September 12th.

The NCAA announces some rule changes for next basketball season. First, the shot clock in men’s college basketball will be reduced from 35 to 30-seconds. Also, each team will have four timeouts instead of five. And women’s basketball will play four ten-minute quarters instead of two 20-minute halves.

And new Louisiana Tech men’s basketball coach Eric Konkol has signed his first two Bulldogs, six-foot-four guard Da’shawn Robinson and six-foot-eight forward Jy’lan Washington. Robinson averaged 12 points per game at Navarro College in Texas last season, while Washington averaged 18 points and eight rebounds at a high school in Tennessee last year.

Former New Orleans Saint Tracy Porter has signed a one-year deal with the Chicago Bears. This will be Porter’s fifth NFL team. Porter only played in three games last season before being placed on injured reserve by the Washington Redskins.

The measure was pulled but without it Jindal is expected to veto revenue generating bills that restore higher ed and healthcare cuts.

The state House did not advance a senate approved constitutional amendment that would have made it easier for Louisiana’s public colleges and universitities to raise tuition. The legislature has to sign off on any tution change at the state’s higher education institutions. The measure passed 33-4 on the Senate side but failed in the House 51-47.

The state senate approves legislation that prohibits State Police from paying trooper security costs when Governor Bobby Jindal travels for campaign purposes. The head of the state democratic party, New Orleans Senator Karen Carter Peterson, says State Police should not be using it’s own resources to support a governor’s presidential campaign…:

Peterson’s amendment passed on a 29-5 vote. Jindal’s office responded saying it’s a shame the leader of the Democratic Party wouldn’t want a Republican Governor to have protection.

Officials say at least 300 homes have been affected by flood waters.

On a day that a Monroe home was occupied by 7 people, the state fire marshal’s office say a blaze claimed the lives of three who were trapped inside by burglar bars. Three others were able to escape and they believe another person left the house earlier Sunday morning. Investigators believe the residence is known to have drug activity with several incidents reported by the Ouachita Parish Sheriff’s office. The cause of the fire has not been determined.

As lawmakers continue to bicker over the controversial SAVE act, Senator Eric LaFleur tried to change the name to the DUMB fund. He ended up withdrawing but says he will not be voting for any SAVE legislation…:
