A lot of rain will hit Louisiana this week. A flash flood watch has been issued for 23 parishes, mostly on the western side of the state. Brandi Hughes, a meteorologist with the National Weather Service in Shreveport, says heavy rain will move in tomorrow afternoon.

Hughes says northwestern Louisiana may see up to 10 inches of rain. She says a low pressure system will push a lot of moisture into the state.

With the special session set to end Wednesday night, lawmakers are scrambling to come up with a plan to address the state’s large budget deficit. There’s talk about increasing the state’s four-cent sales tax by as much two-cents, but Governor John Bel Edwards says the tax burden should be spread out, impacting businesses too…

It’s estimated that lawmakers are about 150 to 200 million dollars short of what is needed to fill the budget hole for the fiscal year that ends June 30th. Edwards is hoping the House can approve legislation that will call businesses paying higher taxes….

The legislature has already agreed to raise the tax on a pack of cigarettes by 22-cents and they are close to approving legislation that would raise taxes on alcohol and the House and Senate have agreed on measures that adds another penny to the states four-cent sales tax. Edwards says the tax increases are necessary to stabilize the state’s budget and avoid deep cuts to higher ed and health care…

New Orleans native Peyton Manning announced his retirement today after 18 seasons in the NFL and two Super Bowl championships. Nelson Stewart, Manning’s high school teammate and current head coach at Isidore Newman, says Manning’s Super Bowl 50 victory is a fitting way to end his NFL career.

The five time NFL MVP is the only quarterback to win Super Bowl titles with two different teams, one with the Indianapolis Colts and the other with the Denver Broncos. Stewart says Manning helped evolve the NFL into the passing league it’s become.

Spring football gets underway today for the LSU Tigers. LSU heads into the spring, thin at linebacker, especially if the Tigers decide to play a three-four front. Tiger Rag Associate editor James Moran says incoming freshman, Michael Divinity, who has already enrolled in school, has a chance to earn himself playing time with a good spring…

On offense, LSU needs to find two new starting tackles as last year’s starters, Jerald Hawkins and Vadal Alexander are getting ready for the NFL draft.

Also, it’s been reported that LSU offensive coordinator Cam Cameron has agreed to a three-year contract. Cameron will be entering his fourth season as LSU’s play caller.

The college football playoff has announced that this year’s semifinal games will be played again on New Year’s eve, despite concerns about low TV viewership. The game times have been moved up to two-pm and six pm central time. The Peach Bowl and the Fiesta Bowl are the sites for this year’s semifinal games. The Sugar Bowl will be played on Monday, January second.

It’s conference tournament week in college basketball…LSU plays Friday afternoon in the quarterfinals of the SEC tourney. Louisiana Tech plays Thursday afternoon as they are in the quarterfinals of the Conference USA Tournament as a four-seed. In the Sun Belt…UL Lafayette is the four seed, while ULM is a two-seed and will not play until Saturday in the semifinals of the Sun Belt Tourney.

The LSU baseball team went 4-0 last week and remain ranked in the top 10 in the major college baseball polls. The Tigers next game is tomorrow night at home against Louisiana Tech.

The Bulldogs are 8-3 on the season after rallying back to defeat Valparaiso 7-5 yesterday.

The state House has approved a bill that will increase the state’s alcohol tax for the first time since 1948. There was an effort to put a three-year expiration on the higher tax, but New Orleans Representative Walt Leger objected to the admendment with Shreveport Representative Thomas Carmody…

The measure heads to the Senate where they are are expected to approve the higher alcohol tax, with the extra revenues going towards the state’s massive budget deficit.

Colfax Representative Terry Brown has filed a bill for the regular session that would require Governor Edwards to examine the state’s contracts with the Saints and Pelicans. Brown says hopefully once the governor reviews the agreements, he’ll take away any state subsidies…

Legislation has been filed for the upcoming session that would increase the fines for those caught emailing, texting or looking at social media while driving. Colfax Representative Terry Brown has filed legislation for the regular session that would require the governor to look over Louisiana’s agreements with the Saints and Pelicans and allow him to renegotiate the contracts to reduce state subsidies. Brown says if we’re cutting public dollars for developmentally disabled children and roadways, state-funding for professional sports teams should be reduced…

Brown says since 2002 the Saints and Pelicans have received about 369 million dollars from the state. According to a 2013 Forbes article, Owner Tom Benson will receive 392-million dollars in subsidies through 2025. He says Louisiana is tough fiscal times and tough decisions need to be made…

Brown says this legislation does not require Governor Edwards to renegotiate with the Saints and Pels, but it asks him to consider altering the contracts. He believes Governor Edwards will do what’s in the best interest of the state.

Baton Rouge Senator Yvonne Dorsey-Colomb has filed a bill that would increase the fine for texting while driving. The fine for texting, emailing, or checking social media while driving is currently $175, but this bill seeks to raise that fine to $500. Highway safety advocate Jim Champagne says police are having a hard time getting a handle on the issue.

Champagne says Alaska has the highest penalty for texting while driving, with a $10,000 fine. He says Louisiana’s penalty is relatively low compared to other states. He says too many people are texting or using their phones while driving, and it is not safe for other drivers.

Champagne says safe driving habits start with parents and their kids. He says stopping this dangerous practice needs to become a bigger concern for the public.

The Board of Elementary and Secondary Education has approved the Louisiana State Student Standards in English and math, which replaces Common Core in these areas. BESE president Jim Garvey says these new standards still uphold high learning expectations and will help students move forward to better prepare for college and careers.

BESE came to this decision after a steering committee and three subcommittees reviewed and developed the new standards with the help of about 100 educations from around the state and parents and business organizations. Garvey says now the decisions that affect the children in the classroom are made at the local parish level.

 The Louisiana State Student Standards will now develop age appropriate content and allow teachers the freedom to decide their method of instruction along with other changes. Garvey says the governor and legislators still have to review these changes. He says the committee worked the hardest on was creating more clarity about what was expected from teachers and students.

Spring football kicks off today for the LSU Tigers. The Bayou Bengals will practice 14 times before the Spring Game, which will take place on April 16th at 3 PM in Tiger Stadium. Governor John Bel Edwards is calling on lawmakers to raise revenues to fill the budget holes and he scored a victory last night when the House approved an increase to the state’s alcohol tax. The bill’s author, Natchitoches Representative Kenny Cox, urged his colleagues to support the higher tax…

The legislature has already agreed to raise the cigarette tax by 22-cents and it would generate 46-million dollars a year. If the Senate agrees to a higher alcohol tax, it would raise four-million dollars this fiscal year. Shreveport Representative Thomas Carmody proposed a three-year expiration on the higher tax, which received opposition from democrats, like New Orleans Representative Walt Leger, who expressed concern about layoffs at public colleges, without additional revenues…

Carmody’s proposed amendment was not approved. Louisiana has not raised taxes on alcohol since 1948. Dry Creek Representative Dorothy Sue Hill also objected to a sunset date on the additional beer tax, because it’s been decades since the last time it was raised

That’s forward Ben Simmons. If Simmons can lead the Tigers to a victory and if Texas A-and-M losses to Vanderbilt, then LSU will have the number one seed in next week’s SEC Tournament.

The Sun Belt Tournament is in New Orleans next week. ULM has already nailed down the second-seed as they’ve won eight in a row. The Warhawks wrap up the regular season tomorrow afternoon by hosting Georgia State. UL Lafayette will host Georgia Southern tomorrow as the Cajuns are trying to keep the four-seed and a bye to the quarterfinals.

Northwestern State and Nicholls are fighting to get in the Southland Tournament. The Colonels host Southeastern Louisiana, while the Demons are at UNO.

The Saints have gone through their fair share of kickers in the last few seasons and the latest one they’ll try is veteran Josh Scobee. The 33-year-old who graduated from Louisiana Tech has a career 80-percent field goal percentage. He was cut by the Steelers after four games last year.

The sixth ranked LSU baseball team begins a three-game series tonight against Fordham at Alex Box Stadium. Junior left-hander Jared Poche will start on the mound. He’s 1-0 with a 1.42 ERA, but the Lutcher native is looking to have more consistency with his fastball…

The US Supreme Court has told Louisiana it can NOT enforce its abortion clinic law. The law requires abortion doctors to have admitting priviledges at nearby hospitals. A federal appeals court in New Orleans said the state can enforce the law, even though it was being challenged in the courts. But the US Supreme Court says the law should not be enforced, until there’s a ruling on its constituationality.

Louisiana’s presidential primary is tomorrow, and a UNO poll shows Donald Trump is the favorite to win the state’s Republican primary….

State lawmakers have received bad news in their efforts to address a 940-million dollar budget deficit for this fiscal year. They’ve learned a revenue generating bill that would supply 75-million dollars to the state’s cofers will not be available before June 30th. That means lawmakers are looking at a 140-million dollar hole, instead of 67-million dollars.

A University of New Orleans survey shows billionaire businessman Donald Trump as the favorite to win Louisiana’s presidential primary tomorrow. UNO Pollster Edward Chervenak says it’s not surprising Trump is leading the polls in Louisiana…

UNO surveyed nearly 19-hundred registered Republicans and 38-percent chose Trump, 26-percent support Ted Cruz and 11-percent favor Marco Rubio. Polls open at 7 AM.

Republican Presidential contender Ted Cruz will hold a rally in Mandeville tonight, while Donald Trump will speak to a crowd in New Orleans.

A Hahnville High School teacher has been arrested for sexual battery and prohibited sexual conduct between an educator and student. The St. Charles Parish Sheriff’s office says 30-year-old Jeremy Eusea began sending a 17-year-old inappropriate tex messages and that led to physical contact with the student.

And the Iberia Parish Sheriff’s department is investgating a homicide, where the 38-year-old victim was shot multiple times in front of his home early this morning. No arrests have been made.

Former Louisiana Tech kicker Josh Scobee announced on his Facebook page that he’s signed with the Saints. The 33-year-old spent his first 11 seasons in the NFL in Jacksonville, but was traded to Pittsburgh before the start of the 2015 season. The Steelers released Scobee after he missed four of his first 10 field goal attempts.

The Sun Belt has released its football schedule for the 2016 season. UL Lafayette has one midweek game this year and that’s a home game against Appalachian State on October 12th, which is a Wednesday night. ULM will host the Cajuns on December third. The Warhawks will also host South Alabama, Texas State, Idaho and Southern for the season opener.

Injured Southern football player Devon Gales returns to Baton Rouge tomorrow after several months of rehab in Georgia for neck fractures he sustained in a game against the Bulldogs last September.

The Pelicans’ playoff hopes continue to fade away. They lost to San Antonio 94-86 last night. The game was tied at 86 with 2:42 left to play, but New Orleans failed to score a point the rest of the way. The Pels are now 6.5 games back of Houston for the final playoff spot and there’s 12 games left to play.

In college hoops, Derric Jean knocked down a shot from half-court at the buzzer to give Louisiana Tech a 97-945 win over Marshall. Jean’s game-winning shot made Sportscenter and Alex Hamilton should get some credit as well. The senior scored 38 points and had six assists in the victory.

In the Sun Belt…ULM won its eighth straight as the Warhawks defeated Georgia Southern 83-76. The Ragin Cajuns couldn’t hold on to a six-point lead with 5:26 to go and lost to Georgia State 72-69.

In the Southland…Southeastern won its fourth straight as they defeated UNO 61-60.

Just as lawmakers started coming together on ways to plug the current year budget deficit, the situation is reportedly worse than they thought. According to Gannett News, legislators were informed last night that one of the revenue generating bills won’t bring in money in time to help the current $900 million dollar deficit. They say there is still a $142 million dollar hole they must fill before the special session ends on Wednesday.

Donald Trump, Ted Cruz, and former President Bill Clinton have planned rallies in the New Orleans area today ahead of the Louisiana Presidential Primary tomorrow. Clinton was also in Baton Rouge last night stumping for his wife Hillary. Secretary of state Tom Schedler reminds voters that this is a closed primary…:

Polls will open at 7 am and close at 8 pm. Schedler expects a much larger turnout than 2012.

Troopers in Baton Rouge and Monroe are now able to check if a driver has car insurance automatically when they pull someone over. State Police Major Doug Cain says they hope to have this system running statewide soon. He says insurance companies provide cops with information that will pop up directly on the officer’s screen when they pulls someone over…:

He says 12-15% of Louisiana drivers aren’t insured which is one of the reasons our rates are so high, so he hopes they can catch more people with this system.

Another teacher in St. Charles Parish is facing charges related to having inappropriate conduct with a student. The Sheriff’s Office confirmed 30-year-old Jeremy Eusea, a teacher at Hahnville High, is booked with sexual battery and prohibited sexual conduct between educator and student.
