A Louisiana Policy Institute for Children report shows the price of childcare in the state is rapidly rising in price, up 35 percent from 2010 to 2016.

To combat this, Executive Director Melanie Bronfin says the state should pump more money into early childhood subsidies like California does with it’s dedicated tobacco tax.

The study shows childcare costs the average single parents on average 38 percent of their income, and 45 percent of all kids in the state live in single parent households.

Sports betting could be legalized this session, and some early childhood proponents have suggested putting that tax money towards the program. Bronfin says they are not advocating for legalization, but if it is legalized, they hope to make it a dedicated funding stream, but…

A state commission came up with a number for what the state would need to pay to take care of early childhood education for all at-risk kids. Bronfin says clearing the thousands of kids on the active wait list, and providing care for the rest who are in need is a substantial investment.

15,000 kids are in the early childhood subsidy program, down from 39,000 in 2008.

A Baton Rouge Representative is proposing a change to the Industrial Tax Exemption Program. The Republican lawmaker wants the Parish President, Sheriff, and School Board President to be the review board for ITEP requests.

Rick Edmonds says at the moment, requesting an ITEP means working with a number of local boards.

The new ITEP policy grabbed headlines after a community group pushed the Baton Rouge School Board to deny Exxon an ITEP tax break. Edmonds says he hopes the streamlining will appease both local stakeholders and business investors.

The changes comes a year after an executive order eliminated a state review board and gave local authorities the final say on the tax exemption.

Edmonds says the Governor assured businesses that the change would not create problems, but…

Louisiana may soon see high occupancy vehicle lanes instituted across the state.  Livingston Senator Dale Erdey says a recent study  showed Louisiana could benefit from the use of HOV lanes, and now the state Department of Transportation needs the authority to put them in place.  Erdey says the room for the extra lane is already there, but there will be some funding needed….

Erdey says drivers riding solo would not get to take advantage of the driving in the lane, but they’d likely still see benefits from the change.

When it comes to enforcement of the laws of the HOV lanes, Erdey says in other states, cameras can now detect the occupancy in a vehicle, and they can tell if you are trying to pull one over on the system.

New Orleans Representative Wesley Bishop is introducing legislation to see the interstate adopt the moniker the “Who Dat Nation Highway.”  Bishop says the nearly 275 mile stretch of Interstate 10 that runs through South Louisiana would be rebranded in an effort to pay homage to the fans of the Black and Gold.

Bishop says the idea spawned from being upset about how the NFC title game played out and says the Saints fan are the best fan base on the planet.

Bishop says nothing brings together the Bayou state quite like the Saints.

The Tigers baseball team is riding a high after their bats came back alive in a series win over Mississippi State a few days ago, and now they’re hoping to keep that momentum going in tonight’s game against Grambling. LSU scored double digit runs in both of the last two games, and Head coach Paul Mainieri says the display is a big ego boost to the team.

Friday’s  10-5 win was the first time in eight games the Tigers scored in double digits. Mainieri says he told the team to keep their head high through a hitting slump that resulted in a four-game losing streak,….

A Baton Rouge Representative wants to raise the gas tax by 18 cents over the next 12 years to pay for billions in Louisiana infrastructure projects. Matt Doyle has the story.

The personal finance website WalletHub finds Louisiana is the most stressed out state in the nation.  Bordering states Mississippi took second place and Arkansas placed third.  WalletHub analyst Jill Gonzales says 40 different metrics were used to calculate the rankings.

Louisiana ranks fifth for percent of adults with fair or poor health and sixth for getting adequate sleep. She says the state also comes in second for divorce rate….

Baton Rouge Representative Steve Carter has a bill that would eventually pump billions of dollars into the state’s crumbling infrastructure by raising the gas tax by 18 cents a gallon over the next 12 years. Carter says his bill would make sure that every cent raised would go towards fixing bridges, building roads, and other vital needs.

The current gas tax is 20 cents a gallon, and if passed the legislation would raise that by six cents in the first year.

In one week, lawmakers are set to descend on a Baton Rouge that has found itself shutdown over the last week by traffic gridlock. Carter says he understands his colleague’s hesitation about new taxes, but the traffic nightmare in the capital should be a persuasive argument.

The legislation mandates that certain projects, including a new Baton Rouge Mississippi River Bridge, and a new I-10 Calcasieu River Bridge, are built using the money.

A past effort by Carter to pass a similar tax failed to even make it to the floor, but the Capital City Republican says he’s heard from lawmakers since then who have changed their mind.

The legislation would also redirect the .45 percent sales tax, passed last year and set to expire in 2025, into the infrastructure fund.

The Louisiana Department of Children and Family Services releases a report that finds the number of reported juvenile trafficking victims rose by 20-percent in 2018. Child welfare manager Christy Tate says they don’t think the crime of human trafficking is getting worse, but there’s greater awareness about the problem…

Overall in 2018, there were 744 confirmed victims of trafficking, 58-percent were juveniles and as young as five months old. She says the oldest victim of human trafficking was 65-years-old…

The report also found that Orleans, Caddo and East Baton Rouge were the parishes most frequently identified as the trafficking locations for both adult and juvenile victims. She says that’s not a big surprise…

Interim head coach Tony Benford said after Friday’s loss to Michigan State that he plans to meet with Alleva to discuss the next steps for the program.

LSU baseball snapped a four-game losing streak on Friday and ended up winning a series over previously second ranked Mississippi State. The Tigers moved up a few spots in the polls. They are ranked ninth by Collegiate baseball and 13th by D-1 baseball. LSU hosts Grambling tomorrow.

Louisiana Tech completed a sweep of UAB as they defeated the Blazers five to two for their second consecutive league series win. Parker Bates had three hits and drove in four runs, while senior Logan Bailey was the winning pitcher.

Nicholls State also had the brooms out yesterday as the Colonels completed a three-game sweep of Lamar. Nicholls scored four runs in the eighth inning yesterday for a six to five come from behind win over the Cardinals.

After losing their first seven Sun Belt games, ULM has won two in a row. The Warhawks defeated Georgia Southern eight to five yesterday. ULM scored four runs in the eighth inning to snap a four-four tie. Trent Tingelstad scored three runs.

And the Ragin Cajuns defeated Troy five to four. Hayden Cantrelle drove home the winning run with an RBI double in the ninth. Handsome Monica also hit a two run home run.

The Pelicans lost last night, falling to the Lakers 130-to-102.

After an SEC title and a march to the Sweet 16 of the NCAA Tournament, the future of the LSU basketball program is very uncertain. Many believe suspended coach Will Wade has coached his last game at LSU because of the FBI wire tap scandal. Wade has been subpoenaed to testify in a college basketball corruption trial that begins April 22nd. A week from today, the legislative session will begin and once again a bill has been filed to prohibit the use of a hand held cell phone while behind the wheel. Author and Breaux Bridge Representative Mike Huval says the technology for hands-free use of a cell phone in a vehicle is more widespread.

The federal farm bill approved last year gives states the opportunity to legalize the production of industrial hemp. Gonzales Representative Clay Schexnayder has filed legislation for the crop to be grown in Louisiana, with the state department of agriculture handling the regulations. Schexnayder says in 2017 Kentucky launched a hemp pilot program which demonstartated how profitable the plant could be…

Authorities are looking for 15-year-old Domeanna Spell of Port Barre. The white femal was last seen on Thursday morning after she got off the school bust at Port Barre High School. Police believe she may have runaway and could be with 47-year-old Cory Shane Disotel, who is believed to be traveling in a siver 2003 Honda Civic.

A week from today, the 2019 regular session will get underway. It’s an odd numbered year, so lawmakers can file bills to increase taxes or make changes with the state’s tax structure. Jeremy Alford of La-politics-dot-com expects two major tax issues to come up..

Lawmakers will also have to approve a budget and budget hearings on a spending plan begin today.

Gonzales Representative Clay Schexnayder has filed legislation to legalize the production of industrial hemp, which has many uses, including paper, texttiles, construction and health food. But hemp is not without it’s detractors who have expressed concern about the plants genealogical links to marijuana. Schexnayder says it is true hemp has some THC, but it’s really a completely different plant.

Industrial hemp in many states is limited to .03 percent THC, a psychoactive substance. Recreational weed can have anywhere from 15 to 40 percent THC.

The House Appropriations Committee will begin its budget hearings today. They’ll use Chairman Cameron Henry’s proposal to discuss the state’s spending plan for next fiscal year. Henry’s plan spends 134-million dollars less than what Governor Edwards has recommended and it includes money for teacher pay raises.

Gonzales Representative Clay Schexnayder is proposing to legalize hemp production in Louisiana. Last year’s federal farm bill permits states to regulate and grow hemp. He says the crop is a cash cow that is perfectly suited to the Louisiana climate, much like sugarcane.

Louisiana Farm Bureau President Ronnie Anderson says industrial hemp would be a welcomed crop for Louisiana producers to diversify their harvest.

Breaux Bridge Representative Mike Huval has filed legislation that would prohibit drivers from using a hand held cell phone while behind wheel. Huval says the proposed law would carry a few exceptions for hand held phone use, including first responders…

We’ll see if LSU baseball is back in the Top 10 of the polls after taking two of three from Mississippi State in Starkville. Antoine Duplantis hit two home runs on Saturday as the Tigers took the series with an 11-to-2 win over the Bulldogs. LSU is 6-3 in the SEC, a half game back of Texsas A-and-M for first place in the West.

Louisiana Tech swept UAB this past weekend. The Bulldogs are now 5-4 in Conference USA play after starting 0-3. Logan Bailey was the winning pitcher and Parker Bates drove in four runs.

Nicholls is just a game back of Sam Houston in the Southland Standings after the Colonels swept Lamar in Beaumont, Texas. Nicholls scored five runs in the eighth inning to improve to 8-and-4 in league play. Champ Davison led the way on offense, by driving in two runs.

Southeastern Louisiana’s eight game winning streak ended with a four to two loss to Stephen F Austin. The Lions are 6-3 in the Southland.

ULM has won two in a row after beating Georgia Southern and the Cajuns defeated Troy four to three yesterday.

A memorable LSU basketball season ended last night as Michigan State hit 13 three pointers in an 80-63 victory over the Tigers. Tremont (Tray-mont) Waters had 23 points, but Skylar Mays had just seven points and Javonte Smart was scoreless. Now we wait to see what happens with Will Wade as a result of the FBI wiretap scandal.

Elsewhere… Auburn upset top seeded North Carolina 97-80, while Kentucky got past Houston 62-58. So it will be an all SEC regional final in the Midwest on Sunday.

LSU’s bats busted out of its hitting slump with a solid 10-5 win over second ranked Mississippi State. Chris Reid and C-J Willis each drove in three runs and Cole Henry struck out nine over five innings for his second win of the season. The Tigers can win the series on Saturday at 1 PM when the two teams wrap up their series.

Matt Miller improved to 3-and-0 on the season as Louisiana Tech held on for a three to two win over U-A-B. Braxton Smith earned his fourth save.

In nearby Monroe, Georgia Southern outscored U-L-M nine to eight. The Warhawks had five errors and they fall to 0-and-7 in the Sun Belt. The Ragin Cajuns scored three runs in the first inning, but Troy came back to beat U-L Lafayette five to four.

In the Southland, Southeastern Louisiana got a big win over Stephen F Austin as the Lions won five to one. S-L-U has won seven in a row. McNeese scored three runs in the ninth inning to beat the Bearcats four to three. Brett Whelton’s two run single in the ninth pushed the Pokes past Sam Houston.

Nicholls doubled up Lamar four to two thanks to a big three-run eighth inning. Houston Baptist clobbered Northwestern State 10-to-2. Prairie View pounded Southern 10-6 and Abilene Christian clipped Grambling seven to four.

The Pelicans host Lebron James and the Los Angeles Lakers tomorrow.

LSU and Michigan State tip off tonight just after 6 PM as the two teams battle for a spot in the Elite eight. The Spartans have won 12 of their last 14 and they are led by point guard Cassius Winston. Tonight’s premiere match-up is Winston against LSU point guard Tremont Waters.

LSU will match up against Mississippi State on the baseball diamond tonight. The Bulldogs won game one of the series last night, holding on for six to five win. Zack Hess suffered the loss as he gave up three home runs. Daniel Cabrera hit a two-run blast for LSU. Cole Henry starts on the hill for the Tigers. First pitch is at 6 PM. The final game of the series has been moved up to 1 PM tomorrow, because of the chance of thunderstorms in Starkville on Saturday.

In other college baseball action tonight. the Cajuns are at Troy, ULM hosts Georgia Southern. McNeese visits Sam Houston State, Southeastern is at Stephen F Austin and Louisiana Tech hosts UAB. First pitch is at 6 PM.

A bill has been filed for the regular session that will begin in a little over a week that calls for fines, community service and possibly even a short time in jail for any person that harasses an official at a school or recreation athletic contest. Metairie Representative Cameron Henry says refs and umps, especially those who are in college trying to make some extra money, should not be subject to relentless verbal abuse…

Metairie Senator Danny Martiny who tried to legalize sports betting in last year’s regular session has filed a similiar bill this year. It has the support of the governor and debate will begin after the session gavels in on April 9th.

The Pelicans got a rare win last night as New Orleans defeated Sacramento 121-118. Only the second win the team’s last 11 contests. Julius Randle led the way with 34 points. There’s just five games left in the regular season. New Orleans will host the dysfunctional Los Angeles Lakers on Sunday at 5 PM.
