Baton Rouge Senator Cleo Fields says under his bill if a parent doesn’t want to send their child to school, they can homeschool them but either way, they must be educated.

Insurance Commissioner Jim Donelon touts the results of the Insurance Department’s complaint process, saying it resulted in 41 million dollars recovered related to 1,500 complaints filed against insurers for mishandling 2020 hurricane claims…

Insurers received 311,000 total claims related to last years’ hurricanes.

It’s been a wet May, which has made it difficult for cotton farmers. State Cotton Specialist Matt Foster says there have only been a few dry days to plant cotton and a couple of dry days have been followed by several days of rain, limiting the effectiveness of expensive seed treatments.

Foster expects to see more soybean acres and a lower cotton crop because of the wetter than normal May.

The Louisiana Insurance Department says it has recovered 41 million dollars related to 1,500 complaints filed against insurers for issues during last year’s hurricanes. Commissioner Jim Donelon says Insurers received 311,000 total claims related to the 2020 hurricanes and their data helps paint a national picture of who the problem insurers are.

State Police has released all of the video evidence they have from their encounter with Ronald Greene in 2019, a Black man who died in police custody. Matt Doyle has the story.

A 32-year-old Delhi man is dead after his mid-sized SUV rear-ended a tractor-trailer, lodged underneath, and caught fire. State Police say Ian Petit was killed shortly after 6:30 Sunday night on Interstate 20 near Holly Ridge. Police said the driver of the tractor-trailer truck was not injured in the crash.

The Louisiana Department of Health has issued an alert for healthcare providers in the Alexandria area over a significant increase in the number of new syphilis cases. Region Six Medical Director Dr. David Holcombe says the number of early syphilis cases among women was up 62 percent from 2019 to 2020…

The Louisiana health department has confirmed the state’s first two cases of the India COVID-19 variant. LSU Health Shreveport Virologist Dr. Jeremy Kamil says the two cases were detected in Caddo Parish and the current COVID-19 vaccines are effective against this variant strain…

The National Hurricane Center is monitoring a disturbance that has a medium chance of developing into a tropical depression in the Gulf of Mexico. National Weather Service in Lake Charles meteorologist Alex Donato says it’ll likely make landfall in Texas or possibly in southwest Louisiana

Senator Bill Cassidy toured parts of Lake Charles Friday morning to check on the area after widespread flooding Monday and ongoing hurricane recovery efforts. As for helping southwest Louisiana get more federal assistance, Cassidy says he has met with a key person in the Biden administration in hopes of getting the President to sign off.

Governor Edwards announces a $30-million buyout program for a Calcasieu Parish neighborhood that has flooded on multiple occasions. Police Jury President Brian Abshire says the funds will be used to purchase homes at fair market value in the Greinwich Terrance neighborhood of Lake Charles.

Breeze Airways will begin offering cheap direct flights out of Louis Armstrong in New Orleans into ten mid sizes cities across the Midwest and South. CEO David Neeleman, who founded Jet Blue, says the flights are inexpensive and often take less than two hours to get to their destination.

LSU Health Shreveport has identified the state’s first two cases of the COVID variant is spreading rapidly in India.  The two samples were reportedly located in Caddo Parish from a nursing home staff employee as well as a patient that is hospitalized. Health officials say the best way to protect yourself is to get fully vaccinated.

Starting in July a budget airliner will begin offering direct flights out of New Orleans to ten midsized cities in the South and Midwest. Matt Doyle has the story.

Governor Edwards says the state is considering implementing a vaccine incentive program similar to efforts in other states. Ten states have so far adopted incentive programs ranging from lotteries to free beer and even a 100-dollar savings bond. Edwards says they’re carefully studying those efforts.

Alabama held a mass vaccination event where people who showed up and got their shot got to drive two laps on the Talladega Superspeedway.

The Louisiana House passes a constitutional amendment that would lower state personal income tax rates in exchange for eliminating the ability to deduct federal income taxes. Lafayette Representative Stuart Bishop says Louisiana lawmakers have tried to do this for decades.

The tax swap would be revenue-neutral.

An effort to provide a hiring bonus for jobless individuals who find a job and increase the maximum weekly unemployment benefits the state provides by 28-dollars to 275-dollars failed on the House floor. Bossier City Representative Raymond Crews liked the idea of a hiring bonus…

But 54 lawmakers voted against the bill. One reason is that if a person receives the hiring bonus, they can’t apply for unemployment for six months.

Boating season is getting started with Safe Boating Week beginning Saturday and the Department of Wildlife and Fisheries has some reminders for eager boaters. LDWF spokesperson Adam Einck says have enough flotation devices for all passengers and if you get caught drinking and driving your boat, you’ll face the same penalties that you’d face if you got caught driving drunk on the road.

Anyone 16 or younger must wear their flotation device at all times in vessels shorter than 26 feet.

Einck says another thing to note is that if you get caught drinking and driving your boat you will face the same penalties that you’d face if you got caught driving drunk on the road.

Since the CDC’s approval to have 12- to 15-year-old vaccinated last week, Governor Edwards says more than five thousand in that age range have received one shot of the Pfizer vaccine in Louisiana.

Edwards says he’s considering possible incentives to get more Louisianans vaccinated. To date, only 30% of the state’s eligible population is fully vaccinated.

While children are less likely to contract COVID compared to adults they are still suspectable for the virus, Our Lady of the Lake Pediatric Immunologist Dr. Theron McCormick says in the U-S of the 3.9-million children who’ve had COVID, 300 have died as a result.

State Health Officer Dr. Joe Kanter and McCormick encouraged parents to speak with their pediatrician if they have any questions about the vaccine for their child. McCormick says children might experience side effects from the vaccine, like the ones they have when being immunized, low-grade fever, and tiredness.

McCormick says trials indicate the Pfizer vaccine is 100-percent effective for ages 12 to 15.  You can call the Vaccine Hotline at 1-855-453-0774 to make an appointment and/or to answer questions about the vaccine.

The bill needed 70 votes to pass and ultimately won 98 just a day after it fell four votes shy amidst a Democratic blockade.

At one point the bill was at risk of sinking due to an unrelated controversy involving former Chairman of House Education Ray Garofalo…

After Garofalo made a controversial comment about slavery in committee the Legislative Black Caucus threatened to withhold support for the tax reform effort unless he was removed as chairman. Garofalo was removed or stepped down, depending on who you ask earlier this week.

If approved by the Senate Louisianans will have a chance to vote on it on the November 2022 ballot. This is what the language will say…

Cut 12 (12) “…individual income taxes.”

The amendment would lower the state personal income tax rate on your first 12,500 dollars by point one five percent, half a percent on the next 37,500 dollars, and one and three-quarters percent for income over 50,000 dollars. Proponents say the tax swap is close to revenue-neutral and if approved by voters would kick in in 2023.

A bill to increase the unemployment weekly benefit by $28 beginning in 2022 fails in the House. The bill came under bipartisan assault especially after a hiring bonus was added. Bill author Harvey Democrat Representative Rodney Lyons says the original intent was to increase the weekly amount, an initiative that began before the pandemic.

Louisiana has the 49th lowest unemployment weekly benefit in the nation.

A hiring bonus of up to $1,000 was added to the bill to entice those on unemployment to return to work, Bossier City Republican Representative Raymond Crews was one of the lawmakers that submitted the bonus amendment.

But Lyons says accepting the bonus came with a caveat of forfeiting unemployment for six months even if you lose your job again.

Albany Republican Representative Sherman Mack questioned Lyons on why the state doesn’t go after those who received $400-million in benefits they weren’t entitled to in order to finance the weekly increase and hiring bonus.

The bill failed on 44-54 vote.
