There is the potential for light freezing rain across the northern parishes tonight, into the overnight hours and through tomorrow morning. Louisiana Radio Network Meteorologist John Wetherbee says high temperatures will only be in the upper 30s today across north Louisiana and temperatures will approach freezing tonight.

It’s day two of the special session and lawmakers will begin debate on a bill to fund an incentive program to help with the state’s lack of property insurance options.

As state lawmakers proceed with a special session aimed at easing the property insurance crisis in Louisiana, the Legislative Auditor releases a report full of data on the state’s insurance picture and on how the Insure Louisiana Incentive Program worked when it was done before. Ed Seyler is an economist with the Legislative Auditor’s office. He says a big number of insurers have left the state; forcing people to the state-run insurance company of last resort, Louisiana Citizens…:

Insurance Commissioner Jim Donelon is asking lawmakers to approve a $45-million incentive fund to attract new companies to come here and help de-populate Citizens book of business. Seyler says the same thing was done in 2007, after Katrina & Rita swelled Louisiana Citizens ranks, but it only brought 5 companies to the state. Still, he says, they achieved measurable success…:

Seyler says the report is to help lawmakers with the decision they must make during this 5-day special session. He says it also notes there are other steps that could also help alleviate property insurance costs by up to 57-percent, such as…:

He says lawmakers could give Citizens a pool of cash to help them with purchasing re-insurance, which could also lower premiums. 20 insurers have left Louisiana since hurricanes in 2020 and ’21; growing Citizens’ book of business by about 100-thousand policies.

Broussard Police Department responded to the report of a burglary at Zoosiana. The zoo owner noticed about 12 squirrel monkeys were taken from their habitat on Sunday around midnight. Police Chief Vance Oliver says they have an idea of how the burglary happened.

Oliver says all safety measures have been taken to secure the Zoo and other animals.

All other animals at the zoo have been accounted for and there are no public safety concerts at this time. The investigation into the incident is still ongoing, however, Oliver is asking for the public’s help.

Lawmakers will begin debate on a program to incentivize more insurance companies to cover properties in Louisiana after several have either left or gone insolvent. Houma Representative Jerome Zeringue who authored the legislation says he and others have concerns about the program and its…

Zeringue acknowledges that the program is not a long-term solution and at best it’s a stop-gap measure.  He says they want to improve upon a similar incentive program that was used after Hurricanes Katrina and Rita.

When they return for the regular session in April, he says they’ll work to provide more cost-effective opportunities for insurers but in the meantime, time is of the essence.

The Houma Republican says there is a safeguard in place for the $ 45 million allocated for the program.

Zeringue says they want to help as many homeowners as possible to find cost-affordable coverage and avoid the expensive premiums required by Citizens the state insurer of last resort. Doing so he says benefits others who have to remain Citizens by reducing overall costs.

House Bill 1 is one of two being debated in the special session.

The National Weather Service has placed most all of northern Louisiana under a flood watch for now through Thursday. NWS Shreveport meteorologist Jason Hansford says the region got a thorough soaking Sunday, but more showers and thunderstorms are in the forecast…:

The flood watch covers Union, Caddo, Bossier, Webster, Claiborne, Lincoln, Desoto, Red River, Bienville, Jackson, Ouachita, Sabine, Natchitoches, Winn, Grant LaSalle, and Caldwell parishes. Hansford says the increased rain – possibly another 2-to-3 inches of it – could bring flash floods and potential temporary highway closures in lower-lying areas…:

In addition to all the rain, temperatures across Northern Louisiana are expected to drop to around or even below freezing; bringing the concern for possible winter precipitation. Hansford says he doesn’t think freezing rain, sleet, or snow will present a problem in the Bayou State, but…:

Last week defense attorney Ron Haley said there’s video evidence that proves the men did nothing wrong and that their encounter with LSU student Madison Brooks was consensual. But Kerry Miller, who’s representing her mother says the video only proves Brooks was unable to consent due to her level of intoxication and two of the accused told police she was very drunk. And Miller says her blood alcohol content was almost four times the legal limit.

Miller says the defense is victim blaming.

District 3 Congressman Clay Higgins has been named Chairman of the House Subcommittee on Border Security. The Subcommittee is responsible for all aspects of security operations along all federal borders. The southwest Louisiana congressman is a proponent of border control and has re-introduced a bill to resume construction of a wall along the southern border of the country.

Hammond Police arrest a man for allegedly shooting a woman with whom he was riding in a car. Police Chief Ed Bergeron says 19-year-old Johnny Williams was in the back seat of the car. The victim, 24-year-old Tori Banks, was driving when Williams reportedly shot her then got out of the car and ran. Also in the car, her boyfriend, who got police aid…but too late to save her life. They tracked Williams down and took him into custody without a fight…:

Kerry Miller says her mother wants to preserve Brooks’ legacy and would like to establish a foundation in her memory.

Hammond Police arrest 19-year-old Johnny Williams on charges of First-Degree Murder and Attempted First Degree murder. Chief Edwin Bergeron says Williams was a passenger in the car and just after seven o’clock last night an officer was flagged down by another man who told him his 24-year-old girlfriend, Tori Banks had been shot.

Banks died at the hospital. Williams fled the scene but was arrested four hours later.

A former major of the Alexandria branch of the Salvation Army pleads not guilty to home invasion and out-of-state jail jumping. 66-year-old Glenn Riggs of Pineville was arrested in 2020 for a home invasion and failed to show for arraignment. He was later found in Alabama and extradited back to Rapides Parish.

Broussard Police say a burglary appears to have released several squirrel monkeys at the zoo. Broussard PD received a call at 10:30 Sunday morning from Zoosiana. All other animals have been accounted for and there are no public safety concerns at this time. The investigation is ongoing.

The University of Louisiana at Monroe will introduce its new Director of Athletics John Hartwell this afternoon. ULM Director of Student-Athlete Success Carmen Wright says Hartwell is a former AD at Utah State and Troy University and he will hit the ground running overseeing facility upgrades at ULM.

Cut 6 (08)  “…across campus.” A Baton Rouge man who spent 36 years in prison for a crime he did not commit performs tonight on America’s Got Talent All-Stars. Singer Archie Williams first performed on the popular NBC show in 2020 and he’s also helping others who are wrongfully convicted….

Williams was convicted of rape and attempted murder in 1983 and was released in 2019 thanks to the hard work of the Innocence Project.

Baker was in Lafayette for the holidays and on Christmas day was driving to Lake Charles to visit her mother but never arrived. She was last seen driving on I-49 north in Rapides Parish, driving a 2008 Toyota Yaris with Florida plates.

The President of Southeastern Louisiana University, in Hammond, is retiring at the end of the current school year. Dr. John Crain says he announced his retirement now, so a proper search could be done to find their next president…:

Somebody missed out on $50-thousand. The Louisiana Lottery says the deadline to claim a Powerball ticket worth 50-k expired Thursday. Since the tragic assault and death of LSU student Madison Brooks made the headlines, it’s inspired two freshman students to create a group to help other female students get home safely. Alisha Ortolano says that sadly females are abandoned without a way home more often than you’d think.

So Ortolano and her friend Caitlynn Bakewell created a group called LSU GIRLS RIDES on the app GroupMe. Female students are verified and when one requests a ride other members can answer the call. Ortolano says the response has been overwhelming.

Ortolano hopes other schools follow their lead and reminds women to always look after each other.

Ortolano and Bakewell hope the group can prevent another tragic outcome like Brooks from ever happening again.

The Louisiana Family Forum is looking to honor the state’s longest-married couple and is currently accepting nominations. LFF President Gene Mills says it’s an annual tradition to find couples who’ve been married for several decades and honor their achievement as the Longest Married Couple in the Bayou State.

The 2022 Longest Married Couple was Patsy and Gail Richardson of Gonzales. Mills says they were husband and wife for 81 years.

The state transportation department is mourning the death of a DOTD worker killed on Wednesday afternoon while filling potholes in DeSoto Parish on U.S. Highway 171. State Police Trooper Jonathan Odom says 35-year-old Christopher Gray of Lake Charles was killed after an empty log truck driven by 42-year-old Charles Barker of Florein hit two DOTD vehicles

Barker and two other DOTD workers, Jalen Singleton and Mario Ross were injured in the crash. Gray was pronounced dead at the scene. Odom says as of now, the driver of the log truck has NOT been charged

Odom says they are not sure exactly what caused this fatal three-vehicle crash, but they ask motorists to obey the speed limit and avoid all distractions while driving.

Dillard University in New Orleans officially installs Doctor Rochelle Ford as the school’s eighth president with an Inauguration celebration that starts today. Ford says she will look to accelerate Dillard’s mission to cultivate leaders who live ethically by focusing on three key areas

LSU Heisman-winning quarterback Joe Burrow and the Bengals visit the Chiefs in the AFC Championship Sunday. The two teams met earlier this year in a 27-24 Cincinnati win. Burrow threw for almost 300 yards and 2 touchdowns, but Burrow says the team needs to be prepared to face a familiar opponent…

The matchup is a rematch of last year’s AFC Championship in which the Bengals came away with a shocking 27-24 overtime win just weeks after beating the Chiefs at home to close out the regular season. 21-year-old Chance Seneca of Lafayette is sentenced to 45 years in federal prison for kidnapping and attempted murder of a gay man as part of a hate crime scheme. U-S Attorney Brandon says hate crimes are a top priority for the D-O-J and they take these kinds of cases very seriously…

Charges against 19-year-old Blayne Terrebonne of Larose have been upgraded after authorities say he sold 15-year-old female drugs in October that led to her death. Lafourche Parish Sheriff’s Office Captain Brennan Matherne says detectives identified Terrebonne as the suspect and originally charged him with drug distribution.

New Orleans Mayor LaToya Cantrell responded to allegations she had a sexual relationship with a New Orleans Police Officer assigned to be her bodyguard. Those claims were made in divorce papers by the estranged wife of NOPD officer Jeffrey Vappie. Cantrell says this is a personal matter for the Vappie family.

Cantrell has denied the allegations after a FOX 8 tv investigation showed video of Vappie sending time with herr during the day and late at night at the city own apartment.
