DNA from remains of a 2005 Natchitoches Parish cold case is being profiled at a Texas lab, in hopes of identifying the body. Director of Operations of Othram Labs, Colby Lasyone says they believe the body found in an oil drum encased in cement is that of a black male between the ages of 18 and 30…

Cut 3 (06) “…information.”

The body was located in a shallow creek near Clarence and was ruled a homicide. It was determined that the victim had been deceased for as few as one year or as many as twenty-five years.

Lasyone says after a valid sample of DNA is extracted from the remains, it will be compared to possible genealogy matches.

Cut 4 (08) “…this case.”

The biggest barrier Lasyone says is funding. Not every agency has the budget to deep dive into cold cases and perform extensive lab work. He says they are raising funds at DNAsolves.com.

BESE President Holly Boffy continues to defend her efforts to allow students who fail the state’s standardized graduation exam to file an appeal. Boffy filed an emergency rule for the process to be implemented sooner but after political pushback, it will go into effect on December 20th.

Cut 10 (11) “…a distraction.”

Boffy says it was never her intent for the issue to become a political distraction, but the December 20th date still allows for December graduates.

A new documentary called “A Tall Order: The Louisiana State Capitol” debuts tonight on Louisiana Public Broadcasting at 7 PM. LPB Senior Producer Dorothy Kendrick says the 90-minute program will give viewers a new perspective of the 450-foot-tall building that features amazing art and architecture.

Cut 7 (07) “…the top..”

The documentary looks at how Governor Huey P. Long led the construction of the tallest capitol building in the country, designed after Nebraska’s state capitol.

In 1930, Kendrick says Long first proposed a measure to fund the construction of the 27-story structure but it failed in the regular session. She says after Long was elected to U-S Senate after being impeached, later that year…

Cut 8 (12) “…a depression.”

The film also provides a glimpse at the blueprints of the great memorial hall and the friezes depicting the Bayou State history on the 450-foot structure.

Kendrick says viewers can see the architects who designed the soaring tower. They will also view commissioned artists who provided the adornments and craftsmanship.

After 14 months of construction, the Louisiana State Capitol opened in May 1932. The building cost $5 million to complete.

Taysom Hill was the Saints’ leading rusher with 59 yards and a touchdown. He scored on a one-yard touchdown run in the third quarter and that got New Orleans within three points, but could not complete the come back

Cut 15 (14) “…keep fighting”

But it was another slow start for the Saints defense as they allowed Detroit to march down the field on the opening drive of the afternoon. The Lions scored two more touchdowns in the first quarter. Safety Tyrann Mathieu says they’ve identified the issues that’s resulted in slow starts

Cut 16 (14) “…score game”

A ruling is not expected until next week in Caddo Parish Sheriff candidate John Nickelson’s lawsuit challenging the result of the November election. Nickelson lost by one vote, to Henry Whitehorn. Political analyst Scott Hughes says Nickelson’s attorneys presented the judge with some compelling evidence…

Cut 12 (12)  “…proper form”

Retired Louisiana Supreme Court Justice Joseph Bleich is hearing the case. He’s asked the attorneys for both candidates to provide more written evidence. Hughes says Whitehorn believes he’s the undisputed winner, but NIckelson’s attorneys believe they’ve uncovered some questionable ballots…

Louisiana Agriculture and Forestry Commissioner Dr. Mike Strain says he’ll ask lawmakers next year to approve 43 million dollars for new firefighting equipment and personnel after the state’s worst wildfire season in history. Strain says he has prioritized a list of equipment.

Cut 3 (10) “….and transports.”

Wildfires in the Bayou State charred 62 thousand acres and destroyed $71 million in forestland from August through October.

Strain says crews from other states would bring their forestry bulldozers and other special equipment. He says a big ticket item to add to the agency’s inventory is air tankers.

Cut 4 (13) “…these fires.”

Strain says funding is critical in preparing for possible wildfires in the future. He says forestry-made bulldozers will also help crews to fight wildfires efficiently.

Cut 5 (11) “ …and engines.”

The next legislative session begins in March.

A retired state Supreme Court Justice is hearing a lawsuit today filed by Caddo Parish Sheriff candidate John Nickelson who lost the election by one vote. During the recount, Nickelson says the Board of Election Supervisors only rescanned mail-in ballots instead of a hand count…

Cut 8 (10) “…is counted.”

In the runoff and the recount, Henry Whitehorn was declared the winner. He says the results should stand. The Democrat says he’s always been told the person with the most votes wins whether it’s by 1,000 votes or even just one…

Cut 9 (11) “…this election.”

Whitehorn says the lawsuit is asking the court to disregard the election process.

Nickelson says the will of the people must be respected and that’s why he’s filed the lawsuit…

Cut 10 (08) “…ber certified.”

Whitehorn says if he had lost the recount he wouldn’t have sought legal action and the lawsuit filed by his opponent is asking the court to disregard the election process and it….

Retired Supreme Court justice, Joseph Bleich, is hearing the case and is expected to deliver a ruling tomorrow.

A federal judge is now giving the Louisiana Legislature until January 30th to redraw the state’s congressional map to include a second majority-minority district. It’s a two-week extension from the previous deadline of January 15th. Political Analyst Bernie Pinsonat says this still presents a challenge for lawmakers

Cut 12 (07)  “…probably create.”

Under Louisiana law the earliest a special session can take place would be January 15th. Pinsonat says U-S District Judge Shelley Dick should realize January 30th is not enough time…

Cut 13 (09) “…like this.”

Dick has scheduled a February fifth trial date to hear the merits of the current map.

The Congressional districts of Republicans Julia Letlow and Garret Graves most at risk, as a result of a new map.

Pinsonat says this leaves a supermajority of Republicans to redraw a minority seat that would benefit Democrats. He’s unsure if new lawmakers can create a second majority-black district.

Cut  14 (09) “…very difficult.”

Governor-Elect Jeff Landry and new lawmakers will be sworn in on January 8th.
