A state appeals court has upheld a lower court’s ruling that disqualifies Shreveport Mayor Adrian Perkins for running for re-election, because he did not put the correct address on his qualifying papers. Perkins says it was a honest mistake. LSU-Shreveport Political Science Professor Jeffrey Sadow says the state appeals court doesn’t see it that way…
