Governor John Bel Edwards has presented Louisiana Department of Wildlife and Fisheries enforcement agent Sgt. Stephen Rhodes with the Carnegie Medal for saving nine people, including a seven-year-old girl from a capsized vessel in the Gulf of Mexico in 2022.
