West Monroe Police have arrested a man that authorities say was possibly planning to commit a violent mass casualty act. Kyle Wilks was charged with one count of terrorizing after numerous items were allegedly seized from his home. Wilks was enrolled in the Navy’s delayed Entry Program and the investigation began after a tip by the Navy’s NCIS unit.
