The Bonnet Carre Spillway will be opened for just the twelfth time today as the Mississippi River swells, and threatens to tops levees across southeast Louisiana. The spillway is expected to run at about half capacity for three weeks, and will drain the river into some of the 320 pods that are controlled by timber locks. Army Corps of Engineers Colonel Michael Clancy says the construction is old tech, but runs just fine.
