Legislative Report for 5-19 AM

One of the signature fights of the session, tort reform, easily clears the Senate on a veto-proof 29-8 vote. The legislation lowers the jury trial threshold from 50,000 dollars to 5,000 dollars, increases the prescriptive period for filing a suit, and implements a swath of other lawsuits reforms.

Author River Ridge Senator Kirk Talbot says these changes will save auto insurers money and bill requires they pass on a minimum ten percent savings to customers…

The price of oil may have rebounded but it still sits far below the level needed to maintain revenue for the state budget in the next fiscal year, and that combined with the COVID economic shutdown has left Louisiana with a gargantuan billion dollar deficit. Commissioner of Administration Jay Dardenne is working with the administration to craft a balanced budget and says they’ve begun identifying ways to utilize federal dollars to reduce that deficit. LSU added its 11th commitment to the 2021 recruiting class today as four-star safety Khari Gee announced his verbal pledge to the Tigers. The Atlanta native chose LSU over Clemson. He’s rated as the ninth-best safety in the country.

What can we expect from LSU’s defense under new defensive coordinator Bo Pelini. Pelini says they will have some schemes that are the same ones used by former defensive coordinator Dave Aranda, but there will be some new packages as well…

The Pelicans practice facility is open to players today for the first time since March 20th, but there are restrictions in place. No more than four players can be in the facility at one time. Players can work out with one staff member, but not the head coach or an assistant. And the staff member who is working with the player must wear gloves if that person is rebounding for the player. The TV voice of the Pelicans Joel Myers believes the season will resume in July. New Orleans is 3.5 games out of a playoff spot in the Western Conference with 18 games left.

The Saints have announced the signing of running back Ty Montgomery. The former Stanford star was drafted as a wide receiver in 2015 but made the move to running back in Green Bay. He’s also played for the Ravens and Jets. In career 58 career games and 16 starts, he’s rushed for 1,035 yards and seven touchdowns. He’s also caught 120 passes for 982 yards. Montgomery can also return kicks.

And the LHSAA announces if a high school begins summer workouts before June 8th, it could result in the school being placed on probation, suspended, or fined.

The state is facing a billion dollar budget shortfall for the next fiscal year and Commissioner of Administration Jay Dardenne says it appears likely most of the cuts necessary to pass the constitutionally mandated balanced budget will have to occur within the Louisiana Department of Health’s budget. He says many other agencies are taking a two-percent cut…

A woman is dead and two juveniles were taken to the hospital after a train collided with their stalled out vehicle in Webster Parish when the woman attempted to push her vehicle off the tracks. State Police Trooper Brent Hardy says if your vehicle ever becomes stranded on the track, immediate exit and get all other passengers away from the vehicle, then call the number on the nearby white and blue sign.

51-year-old Rebecca Woodard of Minden was identified as the victim.

Oil started the year over 60 dollars a barrel, and while that is unlikely to return this year Dismukes says the industry can sustain at these prices.

An industry survey indicated producers were bracing for massive layoffs, but Dismukes says if prices stay over 35 a barrel we should only lose 5,000 of the state’s 35,000 oil workers.

Dardenne says most of the projected cuts would occur within the Louisiana Department of Health’s budget. He says many other agencies are taking a two-percent cut, including higher education and there’s also a possibility more cuts will be needed later this year if the economy doesn’t rebound

Dardenne says their proposal to lawmakers is to keep TOPS fully funded and they are not recommending a reduction in public school funding. Lawmakers have until July 1st to pass a budget, and it may take a June special session to get it done.

A woman is dead and two juveniles were taken to the hospital after a train collided with their stalled out vehicle in Webster Parish.

State Police Trooper Brent Hardy says 51-year-old Rebecca Woodard of Minden and one juvenile were attempting to push the vehicle when the train came into view.

Woodard was transported to the hospital where she later died. The juvenile in the vehicle sustained moderate injuries.

Hardy says Woodard and the juvenile had not managed to get the vehicle very far when the impact occurred.

Hardy says if your vehicle ever becomes stranded on the track, immediate exit and get all other passengers away from the vehicle, then call the number on the nearby white and blue sign.

The crash occurred on LA Highway 163 south of LA Highway 164.

The Department of Health reported 15 new COVID-19 fatalities, bringing the state’s total death toll to 2,440. On Sunday, the state reported just 12 fatalities. Governor John Bel Edwards says it’s been since the end of March that the state has reported daily death totals this low. The total number of cases increased by 277 to 34,709.

Rosier economic forecasts push oil prices above 30 dollars a barrel, a two month high for the commodity. Ochsner reports having treated three cases of a suspected COVID-linked disease called Pediatric Multi-System Inflammatory Syndrome in Louisiana. Ochsner Lafayette Pediatric Cardiologist Dr. Katherine Lindle says the disease, impacting children, tends to result in rashes, abdominal pain, and inflammation, but fatal outcomes for children afflicted by the disease are rare.

More than half of the reported cases have been found in New York.

Louisiana sees 277 new confirmed positive COVID cases along with 15 new fatalities but does report an increase in hospitalizations and ventilator use linked to infection.

Linebacker Donte Starks is no longer a member of the LSU football team. He played in three games last season as a true freshman. If you remember he was suspended from the team on February fifth after he was arrested in Marrero for the illegal possession of a concealed handgun. Starks said in a tweet that it wasn’t the arrest that got him booted from the team, it was his grades.

Bo Pelini is back as LSU’s defensive coordinator, the Tigers will also move to a four-three defensive front. Pelini says there are enough talented defensive ends on the roster to make the switch

LSU hopes to begin on-campus offseason workouts in June.

Ragin Cajuns athletics director Bryan Maggard tells the Daily Advertiser there are no plans to cut any of their sports programs. Other Group of Five schools are dropping programs, Bowling Green in the MAC is ending its baseball program.

High schools can not begin summer workouts until June 8th. The LHSAA says if they find a school that violates the rule, that school could be placed on probation, suspended, or fined.

The Pelicans practice facility in Metairie re-opens today for the first time since March 20th. No more than four players are allowed inside at one time. A staff member can work with the players, but that staff member can’t be the head coach or an assistant according to NBA rules.

Major League Baseball has put together a 67-page memo on what it will take to return and prevent the spread of COVID-19. No spitting, no sunflower seeds, high fives or hugs.

Kevin Harvick beat Alex Bowman at Darlington Raceway in South Carolina in NASCAR’s first race back. There were no fans and everyone was wearing a face mask.
