Governor John Bel Edwards and Lt. Governor Billy Nungesser are traveling to north Louisiana today to visit shelters and assess storm damage. The governor has now declared a state of emergency for the entire state.

Several roads are closed across southeast Louisiana that’s getting pelted with rain right now, and the Tangipahoa Parish Office of Homeland Security is reporting residents in nearly 100 homes had to be rescued as the large system moves through the area.

A majority of Louisiana residents are willing to pay higher taxes to support education and roads, according to a new survey from LSU. Fifty-one percent of respondents want the state to spend more on K through 12 public education, and 50-percent say the same for higher ed. Michael Henderson, with the LSU Public Policy Research Lab, says those surveyed were asked if they’d pay higher taxes for public education and higher ed…:

He says a majority of respondents were also in favor of increased spending, and higher taxes, for healthcare.

 Flash flood warnings remain in effect as more rain is expected to be dumped on Louisiana today and into tomorrow. State Climatologist Barry Keim says that while the greatest rain totals so far have been in northern Louisiana, southeastern Louisiana will be most affected today and tomorrow…

Keim says as of now there is a low probability of high wind, hail, and tornadoes, but heavy rain and flooding is still a substantial risk…

Over 35-hundred homes have been evacuated in Bossier Parish as a result of flood waters. Lt. Bill Davis with the Bossier Parish Sheriff’s Office wants people to know that more flooding is possible.

Davis says they’ve used high water vehicles and boats to rescue more than 200 people who could not get out of their homes or vehicles. He says most of the residents in Bossier never thought they’d see flooding like this.

The Louisiana Department of Health and Hospitals has advised that all Louisiana residents be aware of dangerous flood waters and to take precautions. DHH spokesperson Bob Johannessen says to avoid flood waters if possible and keep children out of the water.

Johannessen says to proceed with caution even after the rain.

So far the flooding has resulted in three deaths in Louisiana, including a six-year-old child in Ouachita Parish.

The number of flu cases in Louisiana has started to increase recently, particularly cases of the H1N1 flu virus. Department of Health and Hospitals flu expert Dr. Frank Welch says this kind of trend is uncommon for this time of year and it likely due to the slow start of the flu season…

Welch says H1N1 exhibits typical flu symptoms, including the sudden onset of back pain, fever, and itchy eyes. He says people should not take the flu lightly.

Welch says about 500 people die each year in Louisiana from the flu. He strongly advises people to get a flu shot because it is the best way to avoid getting the flu.

A majority of Louisiana residents are willing to pay higher taxes to support education and roads, according to a new survey from LSU. Fifty-one percent of respondents want the state to spend more on K through 12 public education, and 50-percent say the same for higher ed.  Michael Henderson, with the LSU Public Policy Research Lab, says they asked people about paying taxes to pay for these services to put people in the same position as the legislators.

Forty-six percent of those polled said they are willing to pay higher taxes to support transportation infrastructure. The state legislature just completed a special session where they raised taxes to prevent deep budget cuts to higher education. Henderson says this survey suggests many voters are not upset that legislators approved higher taxes…

The survey also shows the percentage of Louisiana residents who think the sales tax is too high has fallen from 45-percent in 2013 to 32-percent this year. Henderson says opinions about income taxes followed the same trend, declining from 45-percent in 2008 to 25-percent today.

A majority of respondents were also in favor of increased spending, and higher taxes, for healthcare. They did not support more spending for law enforcement, welfare, food stamps, or costal protection and restoration.

Governor John Bel Edwards has declared a state of emergency for 22 parishes and activated 750 National Guard members to help combat the widespread flooding in north Louisiana. State Police Colonel Mike Edmonson says the water continues to rise and the storm is shifting into southeast Louisiana. He says if you don’t need to be out on the road, don’t go out and sightsee.

In Bienville parish, Sheriff John Balance says the flood waters turned fatal in a small community just east of Lucky. He says they received a call this afternoon about a vehicle stuck in the water on a bridge over Saline Creek.

The man who died was identified as 63-year-old Jerry Garrett. His 70-year-old wife was rescued from the vehicle. A six-year-old girl also died when her mother lost control of the vehicle in the flooded road, and a 22-year-old man also died from drowning.

DeSoto Sheriff Rodney Arbuckle says several emergency shelters have been set up throughout the parish as evacuations are ongoing. He says countless homes in the area have flooded.

Arbuckle says the Sabine River is expected to crest at 40 feet, which is the highest it’s been since the 1940s.

Iberia Parish Sheriff Louis Ackal and one of his top lieutenants have been indicted on civil rights violations for their alleged involvement in the beatings of five jail inmates. The indictment claims Ackal directed officers to beat the inmates in the jail’s chapel in 2011. Eight former employees of the sheriff’s office have already pleaded guilty to related federal charges. Former US attorney Harry Rosenberg says the combined testimonies from the former jail employees and the inmates will make for a difficult case for the sheriff.

Officials say the 6-year-old died when her mother lost control of her vehicle due to the road conditions. A 64-year-old man from Bienville and a 22-year-old man from Ouachita also died in drownings. Edwards says many roads in northern parishes are closed and warns drivers not to cross barricades.

National Guard spokesperson Rebekah Malone said the Guard has evacuated over 360 people from their homes in Bossier, Ouachita, and Morehouse parishes. In Bossier City, about 3,500 homes were under a mandatory evacuation as a precaution because the bayou was approaching the top of the levee. Authorities in Bossier parish rescued about 1,000 people using high-water vehicles.

Rain totals in Louisiana today range from 11 to 20 inches, according to Jaon Hansford from the National Weather Service. Congressman Ralph Abraham of Alto says lives and livelihoods are at stake in this storm. Abraham says he has talked with FEMA and asked that the area be declared a federal disaster area so resources and funding can come this way. He says everyone in north Louisiana is pitching in to help.

Emergency shelters have been established in several parishes, as more rain is expected to come.

Lawmakers rushed to pass several bill in the final minutes of the special session last night, and today they sorted through the implications. This fiscal year’s budget could still face a $50-million deficit, but that number remains unclear as the legislature’s fiscal analysts are estimating how much the sales tax increases passed in the session would raise. What is certain is the deficit for next fiscal year, which stands at about $800-million dollars.

LSU Coach Les Miles announced today that quarterback Anthony Jennings has been given his release and will transfer to another school to finish his collegiate career. Jennings was 9-4 as a starter and ended up throwing for nearly 18-hundred yards and 12 touchdowns. Jennings departure likely means that Purdue transfer Danny Etling is Brandon Harris’ primary back-up.

In college basketball…LSU has announced that senior guard Keith Hornsby will miss the rest of the season ashe’ll undergo surgery this week. Hornsby has missed several games this year as a result of a sports hernia surgery.

Louisiana Tech is one and done in the Conference USA Tournament. Old Dominion defeated the Bulldogs 68-52. Tech shot just 33-percent fromf the field. The Bulldogs are 23-9 and will likely get to play in a postseason tournament.

A very exciting day at the Top 28 Tournament in Lake Charles..both Class 4A semifinal games were decided at the buzzer as fourth seeded Bossier upset top-seeded St. Thomas More 49-48, while second-seeded Washington-Marion knocked off third-seeded Edna Karr 58-56. Bossier and Washington-Marion will play each other on Saturday night in the Class 4A title game.

In the Southland Tournament….Nicholls and Southeastern have advanced to the second round. The Lions play Houston Baptist, while the colonels face Sam Houston State tonight.

No additional free agent signings for the Saints today. They made their big splash yesterday when they inked 27-year-old tight end Coby Fleener to a five-year contract worth a reported 36-million dollars. New Orleans needed an experienced pass catching threat, since Ben Watson and Marques Colston are no longer on the team.

The Louisiana Department of Wildlife and Fisheries enforcement agents says they’ve rescued 161 people and two dogs from flooded areas in north Louisiana.
