A Krewe of Oshun horse rider was given a citation for animal cruelty after they were filmed abusing their horse Friday during the uptown Mardi Gras New Orleans parade.  The video spread quickly across social media, helping lead officials to the rider. SPCA Communications Director Alicia Haefele says the video is spurring a conversation about animal treatment during carnival season.
